TCE-PR carries out inspections to help municipalities increase Fundeb revenues

With the aim of ensuring that all municipalities in Paraná receive all the funds from the Fund for Maintenance and Development of Basic Education and Valorization of Education Professionals (Fundeb) to which they are entitled, the State Audit Court (TCE-PR) is carrying out inspections regarding municipal management related to the topic this year.

The audit, promoted by the Management Acts Monitoring Coordination (CAGE) and provided for in the Inspection Plan (PAF) 2024-2025 of the control body, focuses on resolving non-compliance with the main requirements for obtaining the VAAR complement (acronym for “Student Value/Year by Results”) from Fundeb for 2024, in accordance with article 14 of Law no. 14,113/2020.

They are: position or function of school manager provided by technical criteria of merit and performance; aligned curricular references National Common Curricular Base (BNCC); reduction of socioeconomic and racial educational inequalities; and broad participation of students from each school year periodically assessed in the Basic Education Assessment System (SAEB) exam.

Although this last criterion is temporarily suspended due to the effects of the Covid-19 pandemic, the team responsible for inspection opted to maintain it in the audit, in order to encourage its application by municipalities in Paraná when its applicability is resumed, as it remains foreseen rightfully.

Also according to CAGE auditors, the intention is to inspect all 204 municipalities that currently do not meet any of the aforementioned criteria. However, to facilitate the operationalization of inspection, it was decided to divide its execution into two groups, the first being made up of 109 city halls.
