According to Guterres, there was not enough “evidence”, according to the agency’s criteria, to include Hamas on the list of sexual violence.

For this reason, Israel’s Minister of Foreign Affairs, Israel Katz, criticized the secretary general. The Israeli called the decision a “failure” of the organization and its institutions.

“Guterres converted the UN into an extremely anti-Semitic and anti-Israel institution during his term,” said Katz, as reported by the newspaper The Jerusalem Post. “This will be remembered as the darkest point in the organization’s history.”

In describing the October 7th attack, Guterres drew on information from a report made by Pramila Patten. She is the UN Special Representative for Sexual Violence in Conflict.

Pramila’s report says that “reasonable grounds” were found to believe that there was sexual violence in the terrorist attack on October 7th.

Additionally, the organization received information that hostages in Gaza were subject to sexual violence. However, Guterres stated that Pramila’s investigation “was limited”.
