In the second public agenda this Tuesday (2), in Rio de Janeiro, the president Luiz Inácio Lula da Silva (PT) once again criticized his predecessor’s government, Jair Bolsonaro (PL)although again he did not expressly mention the name of his rival.

This afternoon, when participating in an event alongside the governor of Rio, Cláudio Castro (PL), an ally of Bolsonaro, Lula said that he took over a “disassembled country” when taking office for his third term, on January 1, 2023.

The president also stated that the “lack of shame”, “irresponsibility” and “blatant lies” marked the last years of Brazilian politics.

“Now we’re back and we have to start all over again. The work of rebuilding is not easy. Renovating is often more difficult than building something new. We took this country apart. This country no longer had a Ministry of Fisheries, Ports and Airports, Culture… and many others did not function,” she said.

“We spent four years in which, instead of governance, we had lies. Instead of health, we had lies”, continued the PT member. “Shamelessness and irresponsibility have taken over this country. And the blatant lie took over the public policies of this country.”

“Golden Age”

Lula’s statements were made during the announcement of the start of dredging works on the São Lourenço Channel, in Niterói (RJ). The objective is to expand waterway infrastructure access to the Niterói Industrial and Port Complex.

The work totals R$ 157 million in investments, of which R$ 137 million comes from the city of Niterói and R$ 20 million comes from Companhia Docas do Rio de Janeiro, a public company of the federal government.

In his speech, Lula recalled the eight years in which he governed Brazil, for two terms, between 2003 and 2010. “We lived in a golden age from 2003 to 2010, when the economy ended up growing 7.5%, the shipping industry grew a lot and we were lucky to discover the pre-salt”, he stated.

“After the pre-salt, we began to realize that we could make Petrobras the industry of the future in this country. We said that Petrobras and the pre-salt would be the passport of the future for our youth. We wanted part of the oil money to be used to pay our historic debt with Brazilian education, health and technology”, said Lula.

“When we discovered the pre-salt, our opponents said that we had no way of exploring the oil, that it was too deep. Today, we can place oil from 5,000 meters deep at almost the same price as oil from Saudi Arabia, taken in the prime of the earth”, continued the president.

Lula also stated that “Petrobras is the most prepared company on planet Earth for prospecting for oil in deep waters”. “That’s why we’re trying to recover Petrobras, because they [adversários] They didn’t have the courage to privatize, because it had to go through the National Congress. They started selling Petrobras assets. The objective was to try to dismantle Petrobras’ entire production system,” he said.

Cláudio Castro booed

In front of an audience mostly sympathetic to Lula, the governor of Rio, Cláudio Castro, was booed when he was announced to speak. An ally of Bolsonaro, Castro thanked the federal government for its investments in the state.

“I would like to congratulate the federal government and the city of Niterói for this fantastic project, which will transform this very important industry in Rio de Janeiro”, stated the governor.

“We have to work together, regardless of the election. The election is over and we have a people to take care of. We have achieved this partnership process, which is changing Rio de Janeiro”, concluded Castro.

The work

According to information from Palácio do Planalto, the desilting of a section of Guanabara Bay, between Ilha da Conceição and the Rio-Niterói Bridge, will increase the depth of the site from 7 to 11 meters, which should allow for an increase in the operational function of the shipyards and encourage new construction of vessels, in addition to the movement of the repair and offshore sector.

The government’s expectation is to generate, during the entire execution of the project, around 20 thousand jobs. The Port of Niterói expects more than a 30% increase in berthing and port services after the dredging of the São Lourenço Channel.
