Entre Rios de Minas (MG): Chamber opens CPI to investigate irregularities in asphalting works

The request to open the Commission was signed by all councilors. During the meeting, the members who will compose the Commission were drawn, who later defined the positions held: Larissa Rodrigues Oliveira, as president, João Gonçalves de Resende (Joãozinho Cricri), as rapporteur, Antônio Teodoro Ferreira (Antônio Bituri) , as a member and Thiago Itamar Santos Villaça (Ted), as a substitute. The elected commission will have 90 days to present the final report.

The technical expertise carried out by the company SOLOCAP was based on the paving of eleven streets and avenues, located in five neighborhoods. These are Ruas Luiz Fernandes Rodrigues, Santa Terezinha, Padre Milton Rodrigues Malta, Conquista, California, Palestine, Rui Barbosa de Araújo, Donato de Oliveira Resende, João Luiz Gonçalves, as well as part of Avenida Tiradentes. Among the studies carried out, it was found that the pavement deflection indices were considered, for the most part, as “very weak” and “very poor”, when the right and left lanes of the locations mentioned above were evaluated.

Furthermore, it was found that the majority of the drainage devices (gutters, curbs and storm drains) on the roads mentioned were cracked, broken or even disintegrated. The curb and culvert grating structures were also taken to the laboratory, however, given the low resistance of the materials, it was not possible to carry out adequate tests, as they crumbled before the measuring equipment.

In view of the irregularities presented by the technical expertise, on December 29, 2023, the Municipal Government of Entre Rios de Minas, represented by the interim Mayor Ronivon Alves de Souza, notified the company Locadora Terramares LTDA to comment on the irregularities presented and point out the forms of adaptation to ensure the rehabilitation of pavements.

The Chamber understood the need for a more in-depth investigation, through the installation of a Parliamentary Commission of Inquiry (CPI) in order to listen to the people and entities involved in this process and verify the responsibilities for such damages, given that the stages of a work involves the planning, projection, execution and inspection processes, and it is necessary to find out which of them such failures occurred.

Furthermore, it should be noted that, in a large part of these interventions, despite all the efforts made by the Municipal Council of Entre Rios de Minas, the Municipal Executive, during the administration of former Mayor José Walter Resende Aguiar, did not committed to notifying the company in a timely manner, allowing some legal warranty deadlines to be exceeded. In this way, he understood that it was necessary to know the reasons for the omission of sanctions and what would be the legal ways to correct such damages today and offer a response to the population.
