MS has already spent more than R$6 million on Sigo and the company claims maintenance when asked about instability

Sejusp (Secretary of State for Justice and Public Security) of Mato Grosso do Sul has already spent more than R$6 million on Sigo (Integrated Operational Management System), the main tool for recording incidents by the Mato Grosso do Sul police, in this year.

However, the system has been disconnected, unstable and slow since the beginning of April, making it impossible to record incidents and, even so, the software company, Compnet, claims that just a change of computers caused the fluctuation in Sigo.

Sigo has 18 thousand users, including PM (Military Police) and PC (Civil Police). And it is precisely these police officers who are facing difficulties in registering incidents at police stations.

The population that went to the police stations in the last 30 days dealt with inconvenience, huge queues and had to return home without registering the incident due to a ‘glitch’ in the system.

O Midiamax Newspaper raised that this year five million-dollar payments were made to the software company, responsible for developing Sigo, since June 2023. The payments total R$ 6,194,710.34 until this month of May.

And even though it receives millions to keep the tool running, Compnet only claims that the SGI (Integrated Management System) changed its computers and this would be the reason for the instability.

“20 days ago there was great instability because the SGI (Integrated Management System) changed its servers. There is no way to turn off Sigo, it continues to run, but with the change, this instability occurred 20 days ago”, is what Adriano Aparecido Chiarapa, owner of Compnet, says.

Sejusp had also informed Jornal Midiamax on April 4th that the system was offline to undergo improvements and that it was expected to return to normality next week, which did not happen, as it remained unstable.

However, on March 27, Sinpol (Civil Police Union of Mato Grosso do Sul) filed a letter with the secretariat asking for a solution to the system urgently, which shows that there have been 1 month and 10 days of instability in Sigo.

Even this Tuesday (7), a 35-year-old woman was denied registration of her complaint about breach of protective measure at Deam (Specialized Police Station for Women’s Assistance). She was advised to return to her home, as with the system down it would be impossible to register the report.

Three weeks ago, the woman went to the police station to request the measure and had to spend six hours at the police station waiting for the registration. “The system was crashing all the time and they told me that the situation has been like this for a month,” she told Midiamax Newspaper.

‘Absurd’

The president of Sinpol, Alexandre Barbosa, stated that, with the ‘slowness’ of the system, the population ends up having the wrong perception that the police officer does not want to register the report.

“In addition to SIGO, the internal system itself, the E-MS, also presents the same problem, making the work of civil police officers at the police station difficult and the population often has the wrong perception that the police officer does not want to register. It takes almost two hours to make a record and that is absurd.”

For the union, “[Policiais civis] They find themselves forced to spend excessive time on tasks that were previously simple and quick.”
