‘Joca Law’: Chamber approves project that requires airlines to offer pet tracking services | Policy

The Chamber of Deputies approved this Wednesday (8), in a symbolic vote, a project which requires airlines that transport pets to offer dog and cat tracking service when traveling. The text goes to the Senate.

This project, however, gained strength this year after the death of the dog Joca. The animal was transported to the wrong destination. The journey took eight hours.

“Joca, who treated his luggage like a suitcase, traveled for hours and hours until he was forgotten and killed. Would any of us here be able to handle traveling like luggage, without water, food and at the mercy of the cold and heat?” asked the rapporteur, deputy Fred Costa (PRD-MG)

The text says that the Tracking must be carried out throughout the journey, until the moment of delivery to the guardian. The owner can also track their pet if they wish.

However, mandatory monitoring will only be imposed on companies that offer the transport of pets. To the airlines may refuse to transport pets in case of risk to the animal’s health, safety and operational restrictions.

“We cannot admit operational failures that compromise the safety of passengers, including domestic animals”, highlighted the deputy.

At the moment, It is now permitted to transport pets in aircraft cabins. The project makes this mandatory, putting an end to travel in cargo holds.

Another obligation imposed by the project is that airports with annual operations exceeding 600 thousand passengers must have a veterinarian to monitor all procedures related to the boarding, accommodation and disembarkation of animals.

“Pet cannot be treated as an object. It must be treated in a dignified and safe manner. This project demonstrates the sensitivity of parliament and the evolution of society”, stated deputy Alencar Santana Braga (PT-SP), one of the authors of the text.
