The bill by state deputy Bruno Engler (PL) that facilitates the opening of small and micro businesses was approved in the second round this Wednesday, 05/08, by the Plenary of the Legislative Assembly without the section that granted the benefit to maritime activities in Minas General.
In its original format, the project included measures for sectors such as saltwater fishing, collection, also in saltwater, of crustaceans and molluscs, and also the exploitation of sea salt.
The project went through four House committees before being ready for the Plenary. The text adapts Federal Law 13,874/2019 to Minas Gerais, the so-called Law of Economic Freedom. The reduction of bureaucracy, according to the text, occurs mainly with the elimination of the need to issue operating licenses.
The entrepreneur, to be included in the system, needs to carry out the activity exclusively on his own small properties or those of “consensual third parties”, that is, when there is an agreement with other small area owners.
Engler, in a note sent to the reporter on Tuesday, 05/07, stated that the project was inspired by the text of the Economic Freedom Law, approved during the government of Jair Bolsonaro, and that activities that were not developed within the scope of the state of Minas Gerais they would be removed in a suppressive amendment in the Plenary before the final vote, as occurred.
