Meeting of security secretaries debates budget, organized crime and technology

The 90th ordinary meeting of the National Council of Public Security Secretaries (Consesp) began this Wednesday (8) afternoon, held at the Brazilian International Convention Center (CICB), where the 6th International Security Symposium also took place. The meeting, led by the president of the council and secretary of Public Security of the Federal District, Sandro Avelar, was attended by public security secretaries from across the country, as well as the representative of the National Public Security Secretariat of the Ministry of Justice, the director Camila Pintarelli.

On the occasion, the secretaries deliberated on various topics and concerns common to all units of the federation, including the discussion of resource allocation rules and other legislation, humanitarian aid to Rio Grande do Sul, organized crime and the FNSP Interfederative Network, use technology in combating crime, among other topics. On the occasion, the role of the council in discussions on the allocation of resources from the National Public Security Fund was discussed.

According to Secretary Sandro Avelar, the presidency of the council places the DF at the forefront of central public security issues in the country and makes it possible to align needs for strengthening and strategic direction on relevant themes common to all units of the federation. “Consesp was established with the purpose of promoting cooperation between public security and justice bodies, in order to facilitate the analysis of criminal data, share experiences and promote effective coordination between state and federal governments”, he clarified.

“The national fund’s target for 2024 is federal integration. From the first moment, when we took over, our mission was to bring the states and the Federal District closer to central resource management. We created a space for dialogue to discuss doubts, criticisms and suggestions and make referrals together. This way, we guarantee efficiency, with everyone’s opinion and the local realities of the states and the DF, which will be effectively respected”, highlighted director Camila Pintarelli.

During the meeting, a brief presentation was also made by representatives of the International Association of Chiefs of Police (IACP), who invited Consesp members to the institute’s Regional Conference in South America, scheduled for June this year. This Thursday (9) is the second and final day of the meeting.

International Security Symposium

In the morning, the 6th International Security Symposium began, with the presence of the Minister of Justice, Ricardo Lewandowski; the Secretary of Public Security, Sandro Avelar; the Secretary of Science and Technology, Leonardo Reisman; the president of the National Association of Federal Police Delegates (ADPF), Luciano Leiro; the vice-president of ADPF, delegate Allan Maia, among other authorities.

During the event, marked by a tribute to the population of Rio Grande do Sul, the importance of synergy and partnership between authorities and experts in combating crime was highlighted, through the exchange of experiences on technological advances, such as the implementation of Business Intelligence (BI) tools, surveillance through security cameras, the use of drones and applications, innovation and the evolution of investigation methods and technical and scientific knowledge.

On the occasion, Secretary Sandro Avelar, current president of Consesp, recalled that public security is the duty of the State, but the right and responsibility of everyone. For him, this commitment of society, the responsibility of civil society, has to be remembered, and what allows the State’s efforts to be integrated with society is the use of technology in crime prevention.

“It is essential that technology is used to eliminate the shortage of personnel in public security forces. In the Federal District, monitoring technologies are used that can intercept a possible aggressor, preventing, for example, femicide. This year alone, there were 47 interceptions made using the secretariat’s tool to prevent this type of fatality,” she stated.
