Alepe approves project that eliminates salary ranges in the Military Police | Pernambuco

The Legislative Assembly of Pernambuco (Alepe) approved, this Tuesday (7), the bill that abolishes salary bands in the Military Police (PM). An old request from the troops, the measure, which changes the current remuneration and promotion system for police officers, establishes a calendar, starting in June 2024, for the implementation of the changes until 2026 (learn more below).

Sent in March by the state government, Complementary Bill 1671/2024 was approved after two discussions. In the first vote, there were 43 votes in favor and one abstention. In the second round, 41 parliamentarians were in favor and one was against. The text goes to governor Raquel Lyra (PSDB) for sanction.

After approval, the deputies voted, separately, on three amendments that were presented by parliamentarians Fabrizio Ferraz (Solidarity), Mário Ricardo (Republicans), Coronel Alberto Feitosa and Joel da Harpa, both from the Liberal Party (PL). All of them were rejected.

  • June 1, 2024: all occupants of band A now fit into band B of their respective position or degree;
  • June 1, 2025: occupants in lane B move to lane C;
  • June 1, 2026: Police officers who are in bands C and D will be placed in band E, which will become the single salary band.

The processing of the proposal in Alepe was marked by many discussions between representatives from the government and opposition bases.

After approval by the Constitution, Legislation and Justice Commission (CCLJ), the Public Security Commission even approved a replacement for deputy Gleide Ângelo (PSB), which brought forward the calendar for the extinction of the bands by one year, restarting the processing process.

After going through the CCLJ again, the Finance Committee rejected the change, approving a third version of the text, presented by deputy Socorro Pimentel (União Brasil), which reestablished the original schedule foreseen by the government.

Created in 2017, the current career plan for military police officers establishes a differentiation in salaries within each rank, with different remunerations for people who are at the same hierarchical level within the corporation.

As determined by the new law, after the changes, PMs will receive the following salaries, in each rank:

  • Soldier — R$5,617.92
  • Cable — R$6,193.29
  • Third Sergeant — R$6,951.86
  • Second sergeant — R$ 7,990.67
  • First sergeant — R$ 9,125.88
  • Warrant Officer — R$ 12,422.31
  • Second lieutenant — R$ 12,937.33
  • First lieutenant — R$ 13,577.80
  • Captain — R$ 15,552.22
  • Major — R$18,171.73
  • Lieutenant colonel — R$ 22,059.67
  • Colonel — R$ 31,508.67
