SC government changes command of socio-educational unit after allegations of irregularities

These points led the State government, through SAP (Secretariat of State for Prison and Socio-Educational Administration), to decide on technical, administrative and operational intervention in the Casa de Semiliberdade de Caçador.

With this, the State assumes, for at least 60 days, command of the unit in place of INECES (National Institute for the Eradication of School and Social Deprivation).

The State government is responding to a civil action, with a request for urgent protection, filed by the State Public Prosecutor’s Office, which requested the suspension of the unit’s operations and the transfer of all re-educated students to other establishments.

Government creates intervention group

Three employees from the secretariat were chosen to manage the unit during this period of intervention: socio-educational security agents, Felipe Comarú, in the role of crisis supervisor (operational and administrative coordination); and Guilherme Tell da Silva, crisis assistant (operational coordination); and psychologist Daiane Schulze Comaru.

The three must take all necessary measures to investigate any irregularities in the hunting unit and intervene immediately to guarantee the well-being and safety of adolescents and young people in compliance with socio-educational measures and the work team.

They will also be responsible for auditing and checking technical and administrative activities. In addition to intervening and interfering, when necessary, to correct deviations or optimize processes in the technical and administrative areas.

Employees must report to the administrative coordination any signs of mismanagement, illegalities, irregularities or excessive administrative demands, proposing, when appropriate, corrective or preventive measures.

The group will also send fortnightly reports on the activities carried out during the intervention to the Family, Childhood, Youth, Elderly, Orphans and Probate Courts of the District of Caçador and to the General Directorate of the Department of Socio-Educational Administration.

During this period that the intervention group is in the unit, the government will decide whether it considers it worthwhile to return to the original format, that is, for the State to take over the unit and make it fulfill its function again: resocialization.
