Two other arrest warrants were issued against people who are not political agents. One of the prisons was completed in São Paulo (SP).
This is the first phase of Operation Mensageiro dedicated to public lighting and water supply contracts. It is worth remembering that the investigations, which began with garbage collection and disposal contracts, led to 19 mayors being arrested.

In addition to São João do Itaperiú, the new phase of Operation Mensageiro also takes place in Porto Belo, on the North Coast. State deputy Emerson Stein (MDB), who is a former mayor of the city, was the target of a search and seizure warrant.
