The Public Security Secretariat (SSP) of Rio Grande do Sul is preparing to equip police forces with body cameras by the end of this year. After the approval of the company winning the bid at the beginning of the second half of April, the equipment was officially included in the State Price Registration Minutes this Thursday (25) by Celic (Subsecretariat of the Central Tender Administration). This registration allows other interested bodies to join the contracting of equipment.

The bidding process for the rental of body cameras involved four participating companies and was conducted by Celic in May 2023. This was the second bidding carried out for this purpose, as in the first, which took place in December 2022, no company was able to meet the requirements of the notice.

At the end of March 2023, the company ranked fourth was invited to carry out practical tests, one of the criteria for selecting the winning supplier. After technical evaluation, the company met all the requirements of the notice, while the first three placed did not fully comply with the requirements.

48 requirements were analyzed, including battery life, chain of custody, full-time recording and ability to record data from an event, among others. The equipment presented by the winning company met all technical requirements.

The next step is to draw up the contract between the SSP and the supplier company, followed by defining a delivery schedule for the body cameras. The forecast is that the use of the equipment will begin in 2024, initially in Porto Alegre.

The notice provides for the acquisition of 1,100 body cameras, with the possibility of doubling the quantity if the Public Administration opts for a new acquisition. The State’s initial investment in this new technology is approximately R$650,000, with a unit cost of R$589.

The contracted company will provide the equipment on a lending basis and will be responsible for capturing, transmitting, storing and sharing the data generated, following the guidelines established by the State security forces. Furthermore, the maintenance of the cameras will also be the responsibility of the contracted company.
