Campo Grande stands out and comes out ahead for being the first municipality in Mato Grosso do Sul to join the State Court of Auditors’ early childhood program. The decree that determines the preparation of the Municipal Plan for Early Childhood (PMPI) and establishes the Municipal Commission in charge of coordinating the preparation of the PMPI was published in the edition of Diogrande this Wednesday (24).

Thus, on the morning of this Thursday (25), the program “Primary Childhood in the strategic planning of the municipality” was launched and the president and advisor of TCE-MS, Jerson Domingos, highlighted the work carried out in the Capital. “Campo Grande overcomes the deficit of daycare places through the city’s public management”.

The program highlights the importance of investing in early childhood for the healthy development of children, especially in the period comprising the first six years of life, and in fulfilling its important role of monitoring and guiding so that resources are used efficiently, benefiting children and their families.

Domingos spoke more about this. “A program that, in my life and history as a public figure, I had never seen with this scope and transparency, and the involvement of the entire political class in terms of the result of what we all want, which is a State that serves as an example for the rest of Brazil in child care. This is very satisfactory and is being made possible thanks to the cooperation of the State Government, through the Department of Education, and the institutions that make up the working committee formed by representatives of the Court of Justice, Public Ministry, Assomasul, Public Defender’s Office and the commitment of the technicians of our Court of Auditors”.

REME (Municipal Education Network) of Campo Grande has 106 EMEIs (Municipal Early Childhood Education Schools), managed by the City Hall, through the Municipal Department of Education (SEMED). The schools serve children aged 6 months to 3 years and include a non-mandatory stage.

According to the municipal secretary of Education, Lucas Bitencourt, in 2024, 166 new classrooms will be built, which is equivalent to 20 schools being built. “Campo Grande has 13 thousand children born per year, the intersectoral planning and the TCE’s approach has encouraged it, in fact it brings a look at early childhood, towards the expansion of classrooms aimed at quality education”.

The decree addresses the authorization of the institution of the Intersectoral Municipal Commission, with the purpose of preparing the (PMPI) of Campo Grande, lasting ten years, regarding the rights of children up to 6 years of age, with the participation of institutions, government sectors municipal and civil society, in line with the National Plan for Early Childhood (2010-2022).

The priority contents of the Municipal Plan for Early Childhood include health, food and nutrition, early childhood education, family and community coexistence, social assistance for the child’s family and the child themselves, according to their needs, culture, play and leisure, space and the environment, protection against all forms of violence, accident prevention, measures that avoid premature exposure to marketing communication and the induction of consumerism.
