A 73-year-old retired woman who lives in São Sebastião do Caí, in the Metropolitan Region of Porto Alegre, discovered that his name was used by a swindler to defraud the National Social Security Institute (INSS) and obtain an assistance benefit in Rio de Janeiro.

“It was through my daughter who wanted to access my pension due to my husband’s death. She couldn’t activate anything, everything was changed, email, password”, says Áurea Clarisse Mossmann.

Áurea says that this happened when she went to apply, with the help of her daughter, for the pension due to her husband’s death. At the time, she also became aware that someone, impersonating her, accessed the application “My INSS” and asked for a minimum wage assistance benefit for elderly people in vulnerable situations.

“How can that be? Then, I ask you: aren’t there people from within the INSS and even from the bank to help with these scams? We are outraged. We need money and you get there and find out about it”, complains Áurea.

According to the INSS, the swindler did not receive the benefit, as the maneuver would have been blocked after identifying that the applicant and the account holder were not the same person.

As a security measure, whenever a retirement is approved, a restriction is applied to the paycheck. Unlocking can be requested online or at an agency, but it can take weeks or months to complete.

A loan broker, who preferred not to be identified, revealed that the wait could be reduced to minutes if the citizen resorted to the scheme. According to the woman, the gang charges R$70 The R$ 100 to unlock the benefits.

“When the customer comes to ask for a loan, he is urgent, he is in a hurry. If I pay the amount being charged, in 15 minutes I will have the benefit unlocked for the loan”, he explains.

The fraudsters’ contact details are shared among the brokers themselves. Negotiations are carried out over the telephone.

“I simply have to provide my CPF number and the number of the benefit for which I want it to be unlocked. After I order the service, after I pay for the service, I will show that the benefit is unlocked”, says the broker .

A The same gang would also be selling access to retirees’ accounts for scammers to take out loans and keep the money, without the retirees knowing. “I reset my own password, but I could be a scammer who, having a person’s CPF, could ask for that person’s password to be reset, access their driver’s license, access my INSS, access state services that they also use GOV.BR, right?” says the woman.

The broker contacted the PF to report the fraud and gave a statement.

Victim reports loss of R$74,000

A retiree claims to have been a victim of scammers. She had a loss of R$74,000, with seven loans taken out.

“I discovered that they managed to unlock it, changed the bank account and took out the loans in my name, entered my INSS and took out the loans in my name”, reports the woman who prefers not to identify herself.

Criminals offer the service over the internet.

What the authorities say

The PF investigates the fraud. According to the institution, In operations carried out in the past, the involvement of outsourced workers and interns was highlighted. In other cases, passwords were obtained through devices clandestinely installed on INSS server computers.

The president of INSS, Alessandro Stefanutto, declared to the National Newspaper that the illegal access to the system shown in the report occurred in a branch in Roraima. It confirms that a server will be investigated.

“My commitment, and if I can do it, is to drastically reduce the waiting time for this service. Then there will be no opportunity for dishonest people to co-opt any server”, guarantees Stefanutto.

Note from the Ministry of Management and Innovation

In relation to possible fraud, the Ministry of Management clarifies that it will communicate it to the competent authorities to investigate the facts. All access and service information is recorded on the federal government platform, which facilitates investigation.

Remembering that whenever a GOV.BR password is reset, the account becomes bronze level. At this level, the most sensitive services (such as pre-filled Income Tax declaration and requesting a Digital Work Card) are not available and can only be accessed with a Silver or Gold account. If there is suspicion of possible fraud, the ministry emphasizes the importance of registering a Police Report to enable proper police investigation.”
