The first Armed Civil Guard in the state of Mato Grosso, with authorization from the Federal Police, has served as a reference for several municipalities that intend to implement the model. Municipalities such as Sinop, Sorriso and Colíder have already visited Lucas do Rio Verde to learn more about how it works and the necessary procedures for the process of implementing the armed guard.

“It is a source of pride for us to have this achievement, and this is due to a team that worked to implement the GCM Armada, duly authorized by the PF. After the entire process, today the guard is there, serving society with much more robustness, with much more training and qualification and, obviously, armed, which has a much more positive impact in the face of the demands placed on the city. It is a source of pride for us to see our guard serving as a reference in the state”, said the mayor of Lucas do Rio Verde, Miguel Vaz.

Last Friday, Mayor Miguel Vaz and the municipal secretary of Public Security, Colonel Marcos Vieira da Cunha, received the mayor of Colíder, Hemerson Máximo (Maninho), the president of the Municipal Council of Colíder, councilor José Moreira and councilors Alencar Pereira, Euler Borges, Carlos Martins, Maria Helena and Adriano Santos, as well as the commander of the Civil Guard of Colíder, Diego Roberto dos Santos.

“Firstly, I would like to thank Mayor Miguel, vice-mayor Márcio, the security secretary, Colonel Cunha and the others here from the Municipal Civil Guard for the receptivity here in the municipality. We have the guard there, which was created in 2005, we transformed it in 2022, 2023, into the Municipal Guard. Now, we came here to look for improvements, and Lucas is this reference in the Armed Municipal Guard, to be able to provide more security for the population. We want to take this good example to Colíder, which will soon also be doing this great work in public security, highlighted the mayor of Colíder, Maninho.

The president of the Colíder parliament also participated and praised the Municipal Civil Guard of Lucas do Rio Verde.

“We had the information that Lucas do Rio Verde is the model to be followed today in the Municipal Civil Guard. Other municipalities are also looking to Lucas for this model, a reference today at the state level. And we know that, in order to arm the guard and really start working, it needs, in addition to investments, training. So we want to seek technical support in Lucas do Rio Verde for the implementation of the Armed Municipal Guard in Colíder”, said the president of the Colíder City Council, councilor José Moreira.

The Lucas do Rio Verde GCM has also received a visit from the Sinop guard. There, the implementation is progressing. “Here in Sinop, the internal affairs department and the Municipal Guard ombudsman have now been approved. The Secretariat was changed from Traffic and Urban Transport to the Secretariat of Security and Traffic. So, we already have all the weapons. We are waiting for the month of June or July for a company to offer the theoretical training course, which is mandatory. After that, we go to shooting training, and then we have the city of Lucas as a reference for that. We already have plans to build our own headquarters. We are waiting for the bidding process for a company to take over and build our operational base. We are also waiting for the opening of a public tender”, said the commander of the Sinop GCM, Benhur Carvalho.

GCM Armada de Lucas do Rio Verde

In Lucas do Rio Verde, the process of restructuring the Municipal Civil Guard, created in 1999, included the approval of a bill, regulated by Law No. 222/2022, prepared by the current Municipal Administration, through the Public Security secretariats. and Government and Administration.

After a long process of qualification and training in 2022, the Municipal Civil Guard – GCM, received in 2023 the necessary weapons to operate integrated with the security forces of Lucas do Rio Verde. The delivery of the weapons took place after the signing of the Technical Cooperation Agreement (ACT) with the Federal Police, allowing the Lucas do Rio Verde GCM to act armed, being the first in the state with authorization from the PF. The corporation received a total of 60 PT92 pistols, 10 9 mm caliber CT9 carbines and four 12 mm caliber shotguns.

As another historical chapter of the Municipal Civil Guard, the City of Lucas do Rio Verde, through the Public Security Secretariat, delivered the institution’s new headquarters in 2023. The building, which housed the 13th Military Police battalion, had an investment of R$461,970.42 in the renovation and expansion of the space. The readjustment of the 528 m² space includes reception, administrative, operational, internal affairs, video monitoring center, crisis management room, accommodation, kitchen and cafeteria. In addition, it has the Maria da Penha room, which responds to incidents of victims of domestic violence in the municipality, who are monitored by the GCM, through the Panic Button.

Currently commanded by Jota Lima, the GCM staff in the municipality is made up of 37 municipal civil guards. With the completion of the public competition in progress, 30 candidates will be called immediately, within 90 days of completing the training course. The other candidates will be on the reserve list. In total, 55 candidates are in the training phase.
