The Secretariat for Racial Equality (Seir) is part of the State Quilombola Dialogue Table with the National Institute of Colonization and Agrarian Reform (Incra/CE) to debate processes for regularizing quilombola territories in the State. The implementation of the table took place this week, at the Incra/CE headquarters, with the participation of the Incra superintendent, Erivando Santos. In addition to Seir, other institutions and bodies linked to the agenda participated at the table along with quilombola leaders from the state, who presented their demands.
Seir’s secretary, Zelma Madeira, participated in the panel’s inaugural speech, and Seir’s executive secretary, Martír Silva, was at the dialogue table with representatives of other institutions and quilombola leaders. The advisor of Seir’s Traditional Peoples and Communities cell, Leno Farias, also participated in the meeting.
For Martír Silva, the table will be an important tool for Racial Equality policies. “It is a table that aims not only to listen to the demands of quilombola territories, but also to point out policies that guarantee rights, that guarantee access to public policies, especially access to land, because the agrarian reform policy from the Incra is the land titling policy that can also be developed by the State and is the policy to combat racism and promote rights from the Secretariat for Racial Equality”, he said.
According to Incra, the objective of establishing the table is to regularly bring together communities and institutions in the search for solutions to resolve processes, link quilombola regularization actions with agrarian reform actions, and manage conflicts in the territories. In addition to Seir, the State of Ceará also participates through the Ceará Agrarian Development Institute (Idace).
