The Gazette | Government and companies hold regional workshops to create a 500-year ES plan

Keeping Espírito Santo competitive and following the best environmental and governance practices are among the purposes of the long-term development plan ES 500 Anos, a partnership between the State government and the NGO Espírito Santo em Ação. Now, the initiative holds workshops to debate the reality of the State’s micro-regions, with debates about potential, objectives and challenges.

Meetings have already been held in the Central South microregions, in Cachoeiro de Itapemirim; Caparaó, in Alegre; and Northwest, in São Mateus. On Wednesday (27), the workshop will be hosted by the Rio Doce region, in Aracruz.

“The plan is to build, in a collaborative way with civil society and other organizations, a strategic, challenging, consistent, sustainable and desirable vision of the future for the State with the horizon in 2035, the year in which the 500th anniversary of the colonization of the Espírito Santo soil”, says a statement released by ES em Ação.

The Secretary of State for Economy and Planning, Álvaro Duboc, reinforced that ES 500 Anos is a plan for the development of the State and not a government plan. The idea is to outline long-term objectives that can guide actions both for the creation of public policies and for guiding the productive sector, providing information and an environment conducive to investment.

Duboc also remembers other development plans, such as ES20 and ES30. “And these plans can materialize. ES20 and ES30 were the basis of the Espírito Santo government’s strategic planning in 2019. When we look, several goals have already been achieved”, he mentions.

The list of topics proposed for discussion on the ES 500 Anos website include: climate change; digital transformation; oil, gas and renewable energy; competitiveness, innovation and business environment; sea ​​economy; health and wellness; public security; fiscal management and tax reform; sustainable agriculture, among others.

In addition to the State government and the NGO Espírito Santo em Ação, the workshops are also attended by representatives from city halls, the Legislative Assembly, the Judiciary and other constituted powers, unions, federations and other institutions from the productive sector, academia, third sector, organized civil society and other representative organizations.

The CEO of ES em Ação, Nailson Dalla Bernadina, explains that in the workshops it is possible to capture information from participants about the current challenges for the development of each micro-region. “At Espírito Santo em Ação, our main objective is to improve the business environment. But there is also interest from the private sector in collaborating with the development of several areas”, he said.

Announced in December, the ES 500 Years Development Plan will be a construction resulting from the collective intelligence of Espírito Santo. In this way, the activities to prepare the plan will involve the participation of state and municipal governments, other public authorities, federations, the productive sector, academia, the third sector, organized civil society and other representative organizations, in regional workshops and thematic seminars and with attention to the particularities of each of the ten micro-regions of Espírito Santo.

The document will also aggregate diagnoses produced by different institutions and public authorities, in addition to revisiting goals and indicators established by the currently existing long-term development plan, ES 2030. To this end, the Jones dos Santos Neves Institute (IJSN) carried out a situational analysis of ES 2030. The study highlighted the scenario found when the plan was drawn up, the limiting or driving factors, in addition to the advances, challenges overcome and new challenges mapped.

“The idea is to be a very comprehensive planning and for the society of Espírito Santo to feel part of this planning. That we can build, bringing together the public sector and the private sector in a work plan, a navigation agenda, to continue and move forward with good projects in Espírito Santo”, explains Nailson.
