Until now, short calls were framed with up to 3 seconds, but this time has doubled

Poster from the National Justice Council against abusive calls.

Anatel (National Telecommunications Agency) created new rules to combat the mass triggering of calls by telephone companies. One of them is the change in the classification of what is considered a “short call”. Until now, calls lasting up to three seconds were considered abusive, which changes to 6 seconds from June 1st.

According to the Agency, the change was necessary because companies were adopting mechanisms to prolong calls a little and thus escape the framework.

“The concept of short calls was also expanded to include, in addition to uncompleted calls, normally disconnected by the user before even answering, calls directed to voicemail”, informs the Agency.

So far, according to Anatel, 28.2 million fines have been applied and around 110 billion calls have been avoided, equivalent to 541 calls per inhabitant.

In the same publication with new rules, measures to block abusive calls were extended until 2025. Another difference from June is the possibility of blocking directly by Anatel itself, if a recurrence is identified and prior notification is given.

Today there is also a mechanism in Brazil that allows the blocking of unwanted calls from companies, the Não Me Perturbe platform. The annoyance is such that last year 12 million telephone numbers were registered. Currently, the number of subscriptions is equivalent to 4.3% of the base of 280.5 million fixed and mobile telephones in Brazil.
