Gasoline becomes more expensive by at least R$0.15 at the pumps, and the new average price in the country will be R$5.71 per liter of fuel

Starting this Thursday (1st), a liter of gasoline will be at least R$0.15 more expensive across the country. The average price should rise from R$5.56 to R$5.71, considering the value of the latest survey by the ANP (National Agency for Petroleum, Natural Gas and Biofuels). Diesel increased by R$0.12, reaching an average of R$5.95 per liter. Cooking gas was also affected: it increased by R$0.16 per kilo. The information comes from R7, Portal Correio’s national partner.

The adjustments were caused by the increase in the ICMS rate, a state fuel tax, which went from 18% to 20%. “Some units of the Federation have already adjusted cooking gas in 2023, and others, such as the Federal District, did not do so in the previous year. But the increases in gasoline and diesel are general”, explains Paulo Tavares, president of Sindicombustíveis-DF (Fuel and Lubricant Retail Trade Union).

The increase should already be charged at the pump this Thursday, according to the sector representative. “As soon as the distributor invoices, the fuel will be charged at the new tax value, regardless of whether the stock is new or old. So, we started charging the new price immediately,” he says.

Tavares regrets the new adjustment. “Without going into the states’ merits, for us as resellers and consumers, it’s bad. Another tax increase. Unfortunately, our governors decided to make the adjustment,” he says.

Rate increase

The increase in the rate was unanimously approved on October 20, 2023 by Confaz (National Council for Financial Policy) and published on the 25th of the same month. The body is chaired by the Minister of Finance, Fernando Haddad, and brings together the Finance or Economy secretaries of the 26 states and the Federal District.

Due to the decision, the ICMS charged on gasoline increased, this Thursday, to R$ 1.37 per liter; diesel to R$ 1.06 per liter; and, for cooking gas, to R$1.41 per kilo.

This was the first increase in the ICMS after the change in the tax model, sanctioned in 2022 by then president Jair Bolsonaro (PL), who unified the ICMS rate on fuels. With the new rule, the tax now has rates per liter — and not as a percentage of the estimated price of the products at the pump, as fuel ethanol continues to be.
