The Federal Regional Court of the 4th Region (TRF4) held this afternoon (11/9) the inauguration ceremony of two substitute federal judges and six substitute federal judges in the positions of federal judges of the 4th Region. The event took place in the Plenary of the court’s headquarters, in Porto Alegre, and was attended, both in person and remotely, by authorities, magistrates and employees of the Federal Court, as well as family members and guests of those inducted.

The president of TRF4, judge Fernando Quadros da Silva, was responsible for coordinating the ceremony. “This moment, in addition to being extremely memorable for those who are promoted, is also a very rewarding act for all of us members of the Federal Court of the 4th Region, judges and judges”, celebrated the magistrate during the event.

After the opening of the ceremony, all those taking office pledged their position and signed the instrument of inauguration, receiving their functional portfolio from the hands of the president. Afterwards, Judge Quadros da Silva declared them officially sworn in as full federal judges and, after that, the court’s general director, Arnaldo Fernando Girotto, read the instrument of investiture.

Judge Ricardo Cagliari Bicudo, the longest-serving judge among those promoted, spoke on behalf of the group. “On this day we renew our vows of fidelity to this thorny, but rewarding, path to the judiciary, this time under the veneer of new places, new realities and new responsibilities”, he highlighted.

In his speech, Bicudo also highlighted: “human afflictions, manifested through conflicts of interest, the delay in resolving legal demands and obstacles to full access to Justice must be phenomena that are genuinely sensitive to each judge”.

Addressing his colleagues, he reaffirmed the desire that “respect, optimism, vigilance, bliss and concrete action focused on humanistic values be our inseparable companions until the end of the journey”.

Speaking on behalf of the court, Judge Quadros da Silva congratulated those promoted and wished them success in their new positions. He pointed out that “the inauguration ceremony marks an important phase in the career of a judge, which always requires an act of decision, especially when it comes to Federal Justice, with the change of the usual place of life to face new challenges and responsibilities.”

The president of TRF4 also reminded those sworn in of a statement by retired Federal Supreme Court minister José Neri da Silveira, who was also a federal judge: “the great Néri da Silveira, when he said goodbye to the judiciary after 50 years of career, said that the office Judging brings us closer to the immense ideals of serving the nation, fulfilling our duties and fulfilling the values that make up the essence of a judge’s life, notably independence, probity, humility, reflection and constant study”.

After the end of the ceremony, the promoted magistrates received congratulations from friends and family in the court’s Plenary.
