Associations that represent small telecommunications service providers, Telcomp and NEO affirmed, this Thursday, the 25th, during a panel at the Abrint National Meeting, that the sector’s main agenda is to increase competition in mobile services. Both hope that the National Telecommunications Agency (Anatel) takes this initiative when publishing the new version of the General Plan of Competition Goals (PGMC).

For entities, the example to be followed is the Brazilian fixed broadband market itself.

“I dare say that Brazil is the least broadband-concentrated country in the world”, said Rodrigo Wegmann, president of Neo. “Wherever I go, they say that Brazil is the case [de referência em internet fixa]. They say they want to come here to understand how we did it and that we should export the model. So, we need to maintain the concept and clear rules of competitiveness for the mobile sector”, he added.

In addition, Wegmann highlighted that the next PGMC needs a new concept for Small Porte Provider (PPP). On behalf of Neo, he again disapproved the agreement between Winity and Vivo for exploration of the 700 Mhz spectrum.

“We cannot allow the spectrum not to be provided as provided for in the 5G notice, which would be for entrants. We see the power of concentration. It is not the best way to make the success of the fixed broadband model reach the mobile segment”, he pointed out.

The president of Telcomp, Luiz Henrique Barbosa, in turn, stressed that “telecom is not just four companies [TIM, Claro, Vivo e Oi]” and that the big ones “always saw in the small ones a threat”.

Furthermore, he recalled that, with the departure of Oi from the mobile market, three companies currently hold 98% of this market. However, according to him, part of the spectrum that is in the hands of large operators is idle.

“Spectre is life. Regulating secondary use of the spectrum is important. If one has spectrum and I don’t use it properly, they have to make it available to others”, he argued. “It is a more than urgent agenda”, he added.
