Retired STF minister will head the department in place of Flávio Dino; ceremony will be at Palácio do Planalto, at 11am

The retired minister of the STF (Supreme Federal Court), Ricardo Lewandowski, takes office this Thursday morning (Feb 1, 2024) as the new Minister of Justice in the government of President Luiz Inácio Lula da Silva (PT). The inauguration ceremony will be held at Palácio do Planalto, at 11 am.

Lewandowski will take over the seat occupied by Flávio Dino, future minister of the STF. The two will meet at the Palace of Justice, at 4:30 pm, to hand over the position.

Here is the profile of the future Minister of Justice, Ricardo Lewandowski:

Since retiring in April 2023, Lewandowski has joined the TRP (Permanent Court of Review) of Mercosur (Southern Common Market) and the Legal Council of the CNI (National Confederation of Industry). On January 1, he assumed the chairmanship of the TRP.

However, after receiving Lula’s proposal to head the Ministry of Justice and Public Security, he had to leave his position, in addition to ending contacts with clients for whom he advocated and ceasing his participation in processes.


This is the 2nd time that Lula has appointed Lewandowski to a relevant position. In 2006, in his first term, the PT member appointed the judge to the Supreme Court. The two have maintained a close relationship for decades. Both started their careers in São Bernardo do Campo (SP), a city in the metropolitan region of São Paulo.

The magistrate’s name began to be speculated for Justice when he was part of Lula’s delegation at COP28, held in Dubai, in the United Arab Emirates, at the end of 2023.


Dino and Lewandowski met on January 23 to begin the ministry transition. For the portfolio, Lewandowski has already chosen some of the names that will make up his team. Are they:

  • Ana Maria Neves: will be the minister’s chief of staff. She is a lawyer and has worked with Lewandowski since 2010, when he was president of the TSE (Superior Electoral Court). She was chief of staff of the presidency of the STF from 2014 to 2016, during the minister’s administration, and has served in the minister’s offices of the STJ (Superior Court of Justice) and STF from 2003 to 2009;
  • Manoel Carlos de Almeida Neto: will be executive secretary. The 43-year-old lawyer was an advisor in the minister’s office from the beginning of his term until 2016. His last position was legal director at CSN (Companhia Siderúrgica Nacional). He was one of those considered to take Lewandowski’s place in the Supreme Court;
  • Mário Sarrubbo: will be the national secretary of Public Security. He is the Attorney General of Justice of São Paulo and was in charge of the State’s Gaeco (Special Action Group for the Repression of Organized Crime) for 8 years. The choice was influenced by Sarrubbo’s “hard line” profile in combating organized crime.

In addition to these, Lewandowski also invited the names of Marcelo Pimentel, Lílian Melo It is Natasha Correa.

For the direction of the PF (Federal Police), Lewandowski decided to keep the current general director of the corporation, delegate Andrei Rodrigues, in his position. In addition to him, Dino’s successor will also leave Wadih Damous in charge of Senacon (National Consumer Secretariat).

To the newspaper The globethe minister said that the focus of his administration will be public security: “I understand the issue of public security as an absolute priority for the country and for the Ministry of Justice and which, today, represents a great challenge”.
