Published in the Official Gazette (DOU) of August 30, the interministerial decree 4/2022, of the Ministries of Education and Economy, informs new annual estimates of the revenues of the Fund for the Maintenance and Development of Basic Education and for the Valorization of Professionals in Education (Fundeb) for the year 2022.
As a result, new values of the Annual Value per Student (VAAF) and new values of the complementation-VAAF and complementation-Total Annual Value per Student (VAAT) from the Union to Fundeb were released.
In Acre, the total of R$1,715,251,568.39 will be shared among the 22 municipalities. Assis Brasil receives BRL 9,368,302.19 and Rio Branco, BRL 149,482,928.18.
The estimate was released this Friday, September 2, by the National Confederation of Municipalities (CNM). Fundeb’s new estimate is for total revenue of R$ 255.9 billion. Of this amount, R$ 222.6 billion corresponds to the total contribution of the States, Federal District and Municipalities to the Fund; R$ 22.2 billion refer to the Complementation-Valor Aluno Year of Fundeb (VAAF) and R$ 11.1 billion refer to the complementation-Valor Aluno Year Total (VAAT) of the Union to the Fund. The increase in Fundeb’s total revenue is R$ 8.0 billion, which represents an increase of 3.2% in relation to the revenue estimates published in the previous Ordinance.
In view of the increase in the contribution of the States, Federal District and Municipalities to the Fund, according to Interministerial Ordinance 04/2022, the student year value of Fundeb (VAAF) of all Federated Units increased in relation to the estimated in Ordinance 02/2022 . As a result of this increase, the VAAF-MIN defined nationally for 2022 went from R$4,873.78 to R$5,098.44.
The total amount of the Union’s VAAF complementation also increased, with nine States and all of their Municipalities benefiting from these resources: Alagoas, Amazonas, Bahia, Ceará, Maranhão, Pará, Paraíba, Pernambuco and Piauí. The change in the new Ordinance is that the State of Rio Grande do Norte no longer receives the VAAF complementation.
As for the VAAT-MIN defined nationally for 2022 in the new Ordinance, it increases from BRL 5,640.52 to BRL 5,667.84. With this new value, the number of municipalities benefiting from the complementation-VAAT in 2022 increases, from 2,127 to 2,162 those that will receive these federal funds.
Therefore, the VAAT of each beneficiary Municipality has not changed and remains the same amount disclosed in the Interministerial Ordinance 02/2022, which updated Fundeb’s estimates for 2022, as it is calculated based on the revenues realized in 2020. However, the total value of the complementation-VAAT from União do Fundeb increased from R$10.8 billion to R$11.1 billion, as it considers the revenue for the current year for its calculation.
