Once the public selection process was completed, this Wednesday (31) an alignment term was signed between the state of Paraná and the Icatu Multisponsored Fundthe company that won the contest that defined who should manage the supplementary pension plan for state civil servants.

The winner will serve members, public servants and employees of the direct and indirect administration of the Executive, Legislative and Judiciary Powers, Public Ministry, Court of Auditors and Public Defender’s Office of the State of Paraná who wish to hire this type of resource.
According to Paraná State Department of Administration and Pensions (Seap), consulted by the People’s Gazettethe winning entity met the bidding requirements, was summoned to present the updated qualification documents, and, after analysis, was considered able to sign the Adhesion Agreement with the State of Paraná, and the approval of the result was published in DIOE no. 11249, on August 29.
“Now the internal procedures begin at the Entity for the final approval of the terms of the adhesion agreement, for the submission and approval of PREVIC [o órgão fiscalizador das Entidades Fechadas de Previdência Complementar (EFPC)], as well as the negotiations with the State for the adoption of the necessary measures for the good progress of the agreement”, cites the secretary. According to Seap’s estimate, this process should be completed by the end of the first half of September.
The public selection procedure, Public Call modality and No. 02/2022, was carried out in person and aimed at the selection and contracting of EFPC.
Eleven companies participated
As a result of the first phase, of the eleven participating companies, nine were classified and two were disqualified. The judgment and ranking order of the proposals were published in the Official Gazette of Paraná on July 13th.
After that, there was the phase of presentation of counterarguments of the other participants in relation to appeals presented by companies in relation to the judgment and classification. The Working Group could then review the decision or send the case back to the higher authority, motivating the decision to be maintained and, in the last phase of the appeal, the higher authority could judge the appeal, deciding and explaining its grounds.
The new model is foreseen in the 2019 pension reform, and should come into force in the state later this year. In an interview with People’s Gazette, the chief of staff of the State Department of Administration and Pensions (Seap), Luiza Corteletti explained that nothing changes for retirees and pensioners. Employees who are already active will be able to opt for the complementary model, and those who enter the public service after signing the agreement will automatically be included in the new modality.
“This supplementary regime allows voluntary contributions, something that the State’s own social security regime does not allow. Apart from that, there will also be contributions from the sponsor, which in this case is the State. These contributions can be made with values that the servers find most advantageous. This will certainly guarantee a peaceful retirement to these servers”, evaluated the chief of staff.
