Operation Muditia, launched by a task force between the Public Ministry and the Military Police of São Paulo this month, revealed the existence of a fraud scheme in tenders for city halls and municipal councils in 12 cities in the State to favor the First Command of the Capital (PCC). Politicians, public servants, lawyers and businesspeople have been arrested, are being investigated or are suspected of having acted to facilitate the embezzlement.

Businessman Vagner Borges Dias is identified by investigators as the leader of the gang and it was after the breach of confidentiality of his messages that the investigation expanded to other targets. A fugitive from justice, he is a pagode singer, known by his stage name Latrell Brito, and was the person who co-opted councilors turned to to collect bribes on public contracts, according to the investigation.

Vagner Borges Dias led an ostentatious life, traveling abroad, is registered as a Hunter, Shooter and Collector (CAC) and owns at least three firearms. Messages obtained by the Public Ministry show that he was pressured by the PCC to pass on to members of the faction part of the R$14 million obtained by his company, Vagner Borges Dias ME, in a contract to provide cleaning services for the Metro. The state-owned company stated that the contract was terminated last year and that the company presented the documents and guarantees required by the notice.

The Public Ministry is also investigating the PCC’s infiltration of bus companies that have contracts with the City of São Paulo.
