System attack takes more than R$1.2 million from the TSE

As a result, the amounts diverted from the Union already amount to a trifle of R$15.2 million, of which only R$2 million was recovered.

“The Superior Electoral Court (TSE) was the target of a new embezzlement of public money that amounted to R$1.2 million on April 16th. The resource was destined for an information technology company outsourced by the TSE in Brasília, but was diverted to three other bank accounts opened in the name of different companies and individuals.

As a result, the amount diverted from the Union after the attack on the Federal Government’s Integrated Financial Administration System (Siafi) amounts to R$15.2 million. So far, there is only information that R$2 million has been recovered. The Electoral Court has no control over the security and technology of Siafi, used by all federal government bodies to make payments.

R$ 14 million were diverted from the Ministry of Management and Innovation in Public Services (MGI) and the Electoral Court with a resource that should have gone to Serpro (Federal Data Processing Service), a public technology company.

In this new case, the amount of R$1.2 million was reserved for G4F, another information technology company hired by the TSE in Brasília. The money ended up in three bank accounts that have nothing to do with the original supplier. The suspicion is that names, CPFs, CNPJs and Pix keys were stolen to receive the money.

One of the accounts, opened in Paulínia (SP), received R$900,000. The alleged holder is a resident of Belo Horizonte. He claimed that the money was returned the next day, after contacting the bank, which identified signs of irregularity in the operation. Another recipient is a micro-company from São Paulo, whose owner is a film producer, which reportedly received R$170,000. A third payment, worth R$120,000, was sent to Brasília, in an account opened in the name of a delivery man.

In all these cases, the diversions were made via Pix transfer, in which the money leaves the Union’s account and enters the recipient’s account at the same time. On the same day, there was an attempt to transfer R$690,000 from the TSE to two other accounts, but the payments were rejected by the Central Bank. In one of the cases, the amount exceeded the limit allowed for that type of account. In another, the bank account was already blocked.

Estadão investigated the deviations with members of the federal government, testimony from people who say they were victims of a scam, data from the Transparency Portal and Siga Brasil. The TSE stated that the case is being investigated by the Federal Police and is under secrecy. The Ministry of Management did not comment. The National Treasury Secretariat reinforced a note released at the beginning of the week, stating that credentials for accessing Siafi were obtained irregularly, but the system’s security is intact.

The Federal Audit Court (TCU) opened a process to investigate the deviations and also identify possible flaws in the government’s payment system. The case is also investigated by the Brazilian Intelligence Agency (Abin) and the Central Bank, in addition to the Federal Police.”
