The country’s longest expressway in length, Brazil Avenue, in Rio de Janeiro, has become witness to a notable demographic change over the last few years. According to the most recent data from the Brazilian Institute of Geography and Statistics (IBGE)the population living near the expressway decreased significantly, with a reduction of almost 33 thousand residents between the last two censuses, representing a decline of 6.3%.

The reasons for this mass migration are attributed to a combination of factors, including increased crime, factional clashes, frequent police operations, pollution and the high costs associated with housing in the region. Reports of robberies and violence have become increasingly common, leading many residents to place “for rent” and “for sale” signs on their properties.

While some areas along Avenida Brasil have witnessed positive development, such as Guadeloupe It is Large fieldwhere low-income housing condominiums have been established, others, such as Bonsucesso, Penha It is Branches, faced a notable decline. The closure of companies, including fast food chains, gas stations and stores, has contributed to the emptying of these regions.

In response to this situation, the Rio City Hall announced an ambitious revitalization project in November last year. Bill No. 2221/2023 aims to promote safety, stimulate housing development and attract investment along Avenida Brasil. This project offers tax incentives, including credit remission and IPTU exemption for properties built or transformed along the road, in addition to ITBI exemption for the first buyer after the construction or conversion of a property. In addition, the project extends discounts in IPTU for hotel projects until 2028 and encourages navigation of the Acari and Pavuna rivers, offering tax exemptions for the construction of river embarkation and disembarkation stations. These measures aim to not only revitalize the area, but also improve mobility in the region.

Currently, one of the main investments in mobility is the system TransBrasilan express BRT corridor that crosses 18 neighborhoods, with two terminals, expected to transport 250 thousand people per day by 2030. This project, which represents an investment of almost R$2 billion in partnership with the Federal governmentaims to improve high-capacity transport in the city, connecting Deodoroin the West Zone, to the neighborhood of Saint Christin the Central Region of Rio.
