The month of April found the coffers of the city councils of Alagoas filled with R$107.6 million, resources from the Municipal Participation Fund (FPM), referring to the 3rd decade of March and already discounted the values ​​from Fundeb, the education fund . The money, which can be spent according to the needs of the Municipalities, was deposited on the 28th, the day before the Good Friday holiday. For Maceió, the Union transferred R$18.9 million and Arapiraca received R$4.5 million. The 29 municipalities with the lowest FPM coefficient (0.6) each received R$440 thousand.

In the 3rd decade, the basis for calculating the values ​​was in the period from the 11th to the 20th of the current month. This ten-year period generally represents around 30% of the expected value for the entire month, according to calculations by the National Confederation of Municipalities, the institution that defends the interests of Entities.

According to data from the National Treasury Secretariat (STN), the 3rd ten-year period of March 2024, compared to the same ten-year period in the previous year, showed growth of 33.27% in nominal terms. The accumulated result for the month (the 1st, 2nd and 3rd ten-year periods of the FPM) in relation to the same period in 2023, registered a growth of 15.88%. However, when the value of the transfer is deflated – removing the effect of inflation – and compared to the same period of the previous year, the growth was 28.44%.

The CNM says that during 2024, the volume of FPM transfers grew, in nominal terms, 13.90% compared to the same period of the previous year. When removing the effect of inflation for the period, real growth was 9.19%. The institution sent a message to mayors: it said that despite the high growth of the FPM at the beginning of 2024, municipal managers need to use resources with caution and attention.

“It is extremely important at this time [que considera de crise financeira] that the manager has full control of the city hall’s finances”, he warns.

Alagoas came in second-to-last place in resource volume in the 3rd decade of the FPM in March among the nine states in the Northeast. Bahia received a transfer of R$ 442.1 million (1st place) followed by: Ceará (R$ 239.9 million), Pernambuco (R$ 236.8 million), Maranhão (R$ 202.2 million), Paraíba (R$ 158.3 million), Piauí (R$ 128, Million), Rio Grande do Norte (R$ 119.5 million), Alagoas (R$ 107.6 million) and finally Sergipe, with a portion of R$ 74.1 million.
