Minister Alexandre de Moraes emerges today as the main interlocutor of the Army commander, General Tomás Paiva, at the Federal Supreme Court (STF). According to information in the Bela Megale/O Globo column, in most cases, the contacts come from the general himself, who seeks out the magistrate to find out information about members of the barracks being investigated and to resolve doubts regarding compliance with court orders.

The column also reports that the most recent contact involved preliminary information about the promotion of a soldier within the Force. This was the case with the appointment of General Richard Nunes to the second highest position in the Army, Chief of Staff. Before dropping the hammer, Tomás Paiva contacted Moraes, because the general’s name came up during the Marielle case.

Richard Nunes was Rio de Janeiro’s Secretary of Public Security in 2018, when the councilor was murdered. The Federal Police report points out that he was responsible for making delegate Rivaldo Barbosa head of the Civil Police, despite the corporation’s intelligence sector not nominating him for the post. Rivaldo is in prison, accused of having planned the murder of Marielle, who, according to the PF, has the Brazão brothers as masterminds.

When the name of General Richard Nunes appeared in the document, the head of the Army contacted Minister Alexandre de Moraes and announced his intention to promote him. In the conversation, he made it clear that, if there was information that compromised Richard Nunes, he would change his choice. Moraes signaled that he could continue with the appointment.

According to the column, this was not the only consultation made by the head of the Army to the magistrate. Whenever he has doubts about how to comply with STF orders in relation to investigated military personnel, Tomás Paiva consults the magistrate.

The general established a rule, for example, for members of the barracks who have already been arrested. These are necessarily removed from their duties and sent home. Those investigated who were not arrested, but underwent measures such as searches, change positions, but continue to work in the Force.
