The State and municipalities in Alagoas received R$296.4 in oil and natural gas royalties last year, according to the National Agency for Petroleum, Natural Gas and Biofuels (ANP). There were R$32.7 million for the State of Alagoas alone and R$263.6 million for the municipalities. At the national level, all states together received R$14.3 billion. Brazilian municipalities received R$18.1 billion.

Royalties are financial compensation owed to the Union, the states, the Federal District and the municipalities benefiting from companies that produce oil and natural gas in Brazilian territory. Royalties are levied on the value of field production and are collected monthly by concession companies until the last day of the month following the month in which production occurred.

The ANP calculates the amounts to be distributed to the beneficiary States and municipalities, in accordance with what is established by Laws No. 9,478/1997 and No. 7,990/1989, regulated, respectively, by Decrees No. 2,705/1998 and No. 1/1991.

The municipalities in Alagoas with the highest revenue from royalties are, in order: Pilar (R$ 45.9 million), Marechal Deodoro (R$ 23.7 million) and Boca da Mata (R$ 12.7 million).

The ANP also released the amounts distributed to states and municipalities for January this year. Alagoas received R$2.3 million and the municipalities of Alagoas received R$20.5 million. Quebrangulo received R$9.9 million, the highest amount among municipalities.

There is no established date for the payment of amounts relating to royalties, in accordance with the legislation. Despite this, the ANP says it is committed to ensuring that revenue from royalties reaches beneficiaries in the shortest possible time.

The agency says it values ​​broad transparency regarding the resources distributed to beneficiary entities, as well as the careful execution of the operational steps linked to the activity of distributing royalties, nationally, to the Union, states and municipalities, in accordance with the powers established in current legislation.

On the 24th, the ANP completed all stages of operationalizing the distribution of royalties relating to production from November last year, for production sharing contracts.
