Minister Wellington Dias, of Social Development, and his wife, counselor Rejane Dias, of the Court of Auditors of the State of Piauí (TCE-PI), are suspected of involvement in a million-dollar corruption scheme involving resources from the state Department of Education . The investigation by the Federal Public Ministry and the Federal Police estimates that the embezzlements reach R$120 million.

According to a report in the magazine Look published this Friday (2), and whose content was confirmed to People’s Gazette by the MPF-PI, the scheme would also involve the minister’s daughter and brother-in-law. The process is being carried out in secret at the Superior Court of Justice (STJ), the prosecutor’s office said.

The reporter contacted the minister through the ministry’s press office and is awaiting a response. Rejane was also contacted, but the TCE-PI phones did not answer the calls.

According to the MPF, the scheme began in 2008 when the then governor Wellington Dias (PT) appointed professor Luiz Carlos Magno to the institutional superintendence of the secretariat, to structure the student transport service with city halls in the state.

Armed with knowledge of how the service’s public procedures worked, Magno resigned from his position the following year and joined as a partner in several rental companies using “oranges”. In 2015, with Dias’ return to the state government, his companies benefited in tenders from the secretariat, which was now occupied by Rejane.

The Federal Comptroller General (CGU) identified signs of overpricing of contracts, leading to Federal Police action. The investigation resulted in the indictment of more than forty people for crimes such as criminal organization, active and passive corruption and money laundering, with suspicion of embezzlement in the order of R$120 million.

“During the period from 2015 to 2020, [Magno] received from the government of the state of Piauí, through the company Locar Transporte Ltda. ME, more than R$ 200 million in overpriced contracts for the provision of school transport and vehicle rental services, the consideration of which was manifested through payments and the offering of undue advantages through companies linked to the Locar Group, to civil servants and public agents linked to the Seduc”, says an excerpt from the survey reproduced by the magazine.

During the electoral campaign that elected Dias to the state government, documents seized show that vehicles used by the couple were registered as “courtesies” of the professor’s company, benefiting both the governor and the then deputy. She would also have received gifts such as perfumes, jewelry and some “loans” in cash.

The investigation also points out that Magno’s rental company provided the couple with two luxury cars worth R$331,000, in addition to two vehicles for his brother-in-law along with R$100,000 in bank deposit that the PF suspects would be passed on to Rejane.

Minister Wellington Dias is mentioned more than a dozen times in the report. In addition to the “courtesies” and suspicious appointments, there are geolocation records that indicate a pattern of displacement in contract payment dates, including visits by an alleged “financial manager” of the group to Palácio Karnak, government headquarters in Teresina.

In mid-July 2020, the deputy was the target of search and seizure warrants from the Federal Police during the third phase of Operation Topique, which investigated the scheme. She held the position of federal deputy and Dias was governor.

Despite the evidence, the minister is not among those investigated, according to the magazine’s findings. Rejane Dias was accused of criminal organization, corruption and money laundering. She gave a statement and denied participating in the scheme, classifying the accusations as unfounded and the investigation completely illegal.
