This Friday morning, the 2nd, the Federal Police launched Operation Higeia, whose objective is to investigate a criminal structure that has been defrauding bidding procedures in the health sector, in traumatology and orthopedics services.
The operation was launched in Boa Vista, capital of Roraima, but carries out warrants in Cuiabá and Goiânia. It appears that there are 10 court orders, in addition to the freezing of assets worth more than R$30 million of those being investigated.
The investigation indicated that the contracting of the company, carried out by the Roraima Department of Health following a price registration record tendered by the government of Acre, was carried out without a study indicating that Health needed this service, also disregarding reports and audits from the Court of Union Accounts (TCU) and General Comptroller of the Union (CGU).
There are also signs of bidding targeting and overpricing of contracts.
The investigations indicate that the contracting was carried out without a preliminary technical study proving the internal need for the services, disregarding previous audits by the TCU and CGU that indicated suspicions of bidding targeting and overpricing of the company’s contracting by the government of Acre.
In the state, the General Comptroller of the Union concluded a report in which it points out losses to the government’s coffers with the execution of orthopedics and traumatology services, accusing the companies MedTrauma Ltda. and Inao Ltda, having overbilled approximately R$9.1 million in the period 2021 and 2022.
