At the end of last year, the National Council of Justice (CNJ) launched the research “Diagnosis of the Issuance of Basic Documents in the Socio-Educational System: initial and closed-ended assistance”, with unprecedented data that points to Alagoas as one of the six states that have specific projects for issuance of documentation for teenagers involved in criminal acts, with impacts on the lives of teenagers and young people.

According to data collected by the State Secretariat for Violence Prevention (Seprev), in 2023, more than 552 documents were issued to young socio-educators, including ID, CPF, Reservist Card, Voter ID, Work Card and others.

Currently, around 12 thousand adolescents are incarcerated, and more than 117 thousand are in an open environment in Brazil. In Alagoas, 154 teenagers comply with socio-educational measures that are coordinated by Seprev.

When asked by the CNJ about the existence of a specific project for the issuance of documentation for teenagers who are believed to have committed an infraction, they indicated positively, in addition to Alagoas, the states of Goiás, Espírito Santo, São Paulo, Santa Catarina and the Federal District.

“Enabling access to adolescents’ civil documentation within the socio-educational system is a crucial measure to overcome stigmas and, mainly, to avoid invasive methods of compulsory identification, something prohibited by art. 109 of the Child and Adolescent Statute. The CNJ understands that the right to documentation is fundamental because it enables several other rights for the full exercise of citizenship”, says the coordinator of the Department of Monitoring and Inspection of the Prison System and the System for the Execution of Socio-Educational Measures (DMF/CNJ), Luís Lanfredi.

According to the superintendent of Socio-Educational Measures at the State Secretariat for Violence Prevention, Otávio Rêgo, almost 100% of teenagers who arrive at detention units do not have documents. “So, as soon as we carry out the screening we already identify this need and, based on a joint action with the Maceió House of Rights, we issue several documents. It is an integrated action between two areas of Seprev’s operations”, explained Otávio Rêgo.

“With this, we are giving the opportunity for a new future for these young people, through dignity and the possibility of insertion in several other programs that require basic documents, such as, for example, in professional courses and even in schooling”, emphasized the superintendent Otávio Rêgo.
