Governor Paulo Dantas (MDB) signs, this coming third (21/11) the decree that guarantees the diesel “subsidy” for fishermen in Alagoas. It is, as explained by the special secretary of the Revenue of Alagoas, Kiko Suruagy, a renewal and update of tax policy that already existed in the State.
In practice, registered fishermen will be entitled to a discount on diesel, for registered vessels equivalent to the ICMS value, currently R$0.94 per liter (from January the value will go to R$1.06).
“Alagoas was one of the Brazilian states that decided to maintain the benefit after the fuel monophase. Now this incentive is the same in all States. Each unit has the option to grant it or not. Some decided to suspend it and Governor Paulo Dantas will resume this benefit as he understands that it is important to promote economic activity”, points out Kiko.
The program serves, in Alagoas, fishermen from the southern region, registered by Coopaiba. Until this year, around 180 vessels were eligible to receive the benefit.
“Last year, the incentive was over R$800,000, around R$5,000 per vessel. The commitment, based on the new model, is to expand to the market and the northern region”, warns Suruagy.
According to information from Coopaiba, the number of vessels benefiting will be increased to up to 500 vessels in the coming days. Coopaiba currently has two supply points, one in Coruripe and the other in Piaçabuçu. The third will be opened in Maceió in the first half of December this year.
In Maceió, according to data from the cooperative, there are already around 60 registered vessels. Coopaiba is still awaiting confirmation of these registrations by the federal government.
Incentives such as subsidies, explains Kiko, are well regarded by the team at the Alagoas Finance Department. “We are convinced that tax benefits for fishermen, family farmers, small businesses and individual entrepreneurs are positive for the economy, because they are transformed into family consumption or investments, returning to the State in a positive way, as they strengthen economic activity” , points out.

According to the measure, the discount will increase from the current R$0.60 to up to R$0.94 per liter, starting in December, benefiting almost 500 fishermen in the state. In January the value should rise to up to R$1.06.

Beneficiaries
Although Alagoas has 1,248 vessels registered with the Ministry of Fisheries, the subsidy, in this first federal ordinance, which should be published on December 10th, will serve 136 vessels. In Maceió, 48 units should benefit.
In total, around 483 vessels should be part of the program until the publication of the second ordinance on January 15th.

In Maceió, Coopaiba will be putting into operation the third diesel supply pump for fishermen. The equipment is expected to be delivered on December 9th.
