President Luiz Inácio Lula da Silva (PT) sanctioned a project that, among other things, readjusts the salaries of security forces in the Federal District. The text was published in an extra edition of “Official Diary of the Union” this Tuesday (14).
The text sanctioned by Lula readjusts, on average, 18% the salary of firefighters and civil and military police officers in the Federal District. According to the project, the salary recovery of the DF security forces will be made in two installments:
- 1st: 9% adjustment, paid when the government published MP, in July
- 2nd: 9% adjustment, in January 2024
The adjustment, agreed between the federal government and the DF government, will be paid with resources from the Constitutional Fund of the Federal District (FCDF).
According to the proposal, payment of the first installment will represent a budgetary impact of R$372.2 million until the end of this year. The second one should cost R$685 million until the end of 2024.
The text approved by the Chamber and the Senate also provided that the GDF could create compensation for firefighters and military and civil police officers in the DF — active, inactive and pensioners — for organic and mental exhaustion related to the performance of their duties.
Lula decided to veto this section. In the message sent to Congress, the president stated that the measure contradicts the Union’s competence to “organize and maintain the police in the Federal District”.
Among other points, the president also vetoed:
- device that allowed the assignment of DF military and civil police officers to commissioned or trust positions in the Legislative Branch
- and section that allowed the payment of paid leave for public security employees in the Federal District elected to the presidency of unions
Lula stated that the proposals are “formally” unconstitutional and have a “defect of initiative” as they contradict the exclusive competence of the President of the Republic to present proposals for the creation of “public positions, functions or jobs in direct and autonomous administration or increase their remuneration “.
