Police officer who slapped woman in the face urinated in Civil Police vehicle

In videos to which g1 had access, Paulo Hernesto appears urinating in one of the vehicles parked at the Brejo Santo Police Station, where he was taken, on Saturday morning, after the incidents (See the video above). Other videos also show the excited police officer arguing with police station employees.

The situation began on Saturday (11) in the city of Aurora, in Cariri, Ceará. The deputy was involved in a traffic accident after chasing a teenager and then arguing with residents, during which he was filmed slapping a woman. Paulo Hernesto was arrested, but was released on the same day on bail.

On Sunday morning (12), the MPCE filed a request for preventive detention after disagreeing with the release of the deputy after paying bail. On Sunday afternoon, the Ceará Court granted the MP’s request and Paulo Hernesto was arrested at the end of the day in the city of Crato.

To g1, Paulo Hernesto’s defense stated that they will not comment on the case as they prefer to let “the investigations flow”. The defense, however, highlighted that “the feathers [dos atos descritos na ocorrência policial]if he were convicted, they would not exceed the limit of an open or semi-open regime, therefore there was no need to leave him in the closed regime”.

This Wednesday (15), g1 sought the deputy’s defense again regarding the new videos that show the deputy urinating in the Civil Police vehicle and arguing with employees, but the defense preferred not to comment.

On Saturday, the General Comptroller of Discipline of the Public Security Bodies and Penitentiary System (CGD) stated that it ordered the establishment of a disciplinary procedure to investigate the conduct of the delegate.

In view of the new videos, Sistema Verdes Mares contacted CGD again and the body emphasized that the delegate remains out of office and informed, in a note, that the new videos will be included in the case against Paulo Hernesto.

The man worked as a delegate in the cities of Aurora and . He was involved in a traffic accident in the city of X and started arguing with other people present at the scene. According to initial police findings, he was chasing a teenager and trying to run him over before driving the car up the sidewalk and crashing into a tree and the wall of the residence.

He then got involved in a fight with residents who were there. While being filmed by witnesses, he slapped one of the women present. According to the investigation that based her removal, he appeared to be drunk at that time.

Military police officers from the Tactical Force and the Wheel Battalion and Intensive and Overt Actions were present and tried to calm the situation, but did not intervene directly after the aggression.

After slapping the woman, Paulo Hernesto also uttered several insults towards the victim and a man, who identified himself as her uncle. The man questioned the deputy about the attack. In the video, it is possible to see that the police officers try to prevent the deputy and the woman’s uncle from approaching.

A third, unidentified person accompanied the police chief and allegedly tried to attack the military police officers present, being handcuffed and taken to the Brejo Santo Regional Police Station.

Before being taken to the police station, Paulo Hernesto was also taken to the Federal Highway Police station to take a breathalyzer test. He refused to take the exam, but was reportedly filmed by police officers stating that he had been drinking.

After the repercussions of the case, Paulo Hernesto was removed from his duties and prevented from serving as a delegate during the investigation of the case. Functional identification, badge, weapon, handcuffs and functional instruments were also retained.

In a statement, the Civil Police of the State of Ceará reported that it repudiates the events that occurred, stating that they “do not comply with the institution’s guidelines”. According to the note, General Delegate Márcio Gutierrez ordered the case to be investigated by the Civil Police Disciplinary Transgressions Investigation Office.

The General Comptroller of Discipline of the Public Security Bodies and Penitentiary System (CGD) also ordered the immediate initiation of disciplinary proceedings for due investigation. The procedure is underway at the Brejo Santo Municipal Police Station.

The governor of Ceará, Elmano de Freitas, spoke out on social media after the video showing the attack was circulated and reported that he had ordered the delegate’s removal.

“I ordered his immediate removal from office and submitted the case to the General Controller of Discipline of Public Security Bodies (CGD). A disciplinary process has already been opened by the body. The Government of the State of Ceará does not tolerate this type of behavior , mainly by a security agent, whose duty is to ensure the safety of our population”, published Elmano de Freitas.

In a statement, the Government of Ceará and its Security Forces reinforced the message of repudiation of the delegate’s action. “Respect for others and the defense of society are indispensable values ​​for Public Security employees in Ceará and deviations will not be tolerated”, says the note, which also confirms that Paulo Hernesto has already been removed from his duties.

In the ordinance published in the Official Gazette, CGD initiated an administrative-disciplinary procedure and determines that functional identification, badge, weapon, handcuffs and any other functional instrument be withheld from the delegate.

On Saturday afternoon (11), lawyer Glêdson Carlos, hired to defend victims of the attack, reported that he was threatened by the police chief. According to Glêdson, this happened when he arrived at the Brejo Santo police station, still in the morning.

“When greeting customers and seeking to understand what was happening, we were questioned by the police chief himself, who was circulating freely within the police station and who tried to push us against the wall, making some threatening explanations… Asking if (I) had already I had ridden in a vehicle. When I responded negatively, he said that, next week, I would ride in a vehicle on a very troubled trip”, reported the lawyer.

Glêdson stated that Paulo Hernesto continued to swear at him and the victims, with words such as “tramp” and “rogues”.

According to the lawyer, some victims were in a state of shock. One of the people in this condition was the woman who was slapped by the police officer. She preferred not to have her identity revealed out of fear for her own safety.

Faced with the attempted intimidation, the lawyer requested the presence of representatives from OAB Ceará – Cariri Oriental Subsection, who went to the police station and are monitoring the case.

The lawyer details that the police chief could be held liable for the crimes of threat, slander, insult, defamation, violation of legal prerogatives and even attempted murder, based on witnesses’ reports that he had tried to run over a teenager before the accident.
