Promoting the technological leap of micro, small and medium-sized Brazilian industrial companies is the main focus of the new Brasil Mais Produtivo program, which will be officially launched next Thursday (16/11) by the vice-president and minister of Development, Industry, Commerce and Services, Geraldo Alckmin. The launch will take place at 10 am at the headquarters of the National Confederation of Industry (CNI), in Brasília (DF).
“This is the largest and most impactful productivity and technological transformation program for micro, small and medium-sized industrial companies ever implemented in Brazil, linked to the innovative, sustainable neo-industrialization policy that induces social development”, states the minister. “With this, we gain in competitiveness and generate jobs and income with high added value – both in industry and services”.
The new phase of the program will allocate R$2.037 billion for the digital engagement of 200 thousand industries, with direct service to 93.1 thousand companies over the next three years. To further strengthen the initiative, the Ministry of Development, Industry, Commerce and Services (MDIC) articulated and brought into the program the financing institutions BNDES, Finep and Embrapii, which now add to the already consolidated partnerships with ABDI, Sebrae and SENAI – the latter two as executors and with the contribution of their own resources.
With the unprecedented union of several strategic partners, the new Brasil Mais Produtivo will offer a complete cycle of access to knowledge. The companies served will enter a Digital Transformation Journey that involves improving the workforce, requalification, best management practices, digitalization, optimization of production processes and increased energy efficiency, culminating in low-interest credit or non-refundable resources for adoption of technologies linked to industry 4.0 and “smart factories”.
Systemic view
For the president of the National Confederation of Industry (CNI), Ricardo Alban, the program will build an exceptional productivity ecosystem in the country.
“It is an important step towards positioning what we want for Brazilian industry, as we face serious productivity problems. The program differs from others due to its systemic vision and investment capacity, as it combines consultancy with educational action so that industry workers acquire knowledge and have the autonomy to continue the process after the consultant leaves”, adds Alban.
ABDI’s Digital Transformation Manager, Adryelle Pedrosa, highlights that entrepreneurs understand the importance of innovation, know they need to act and are open to transforming their businesses.
“This was demonstrated in the Digitalization Map of Brazilian MSEs, carried out by the Agency in partnership with FGV”, recalled Adryelle. “The survey showed that 68% of them are open to participating in a program to accelerate their digital maturity. And Brasil Mais Produtivo works precisely in this direction,” she stated.
It is estimated that, of all the companies served in this new phase of Brazil More Productive, at least 8.2 thousand reach the so-called “technological frontier” at the end of the process – with the installation of digital sensors in the production line, interconnection of systems through cloud computing, use of Big Data, IoT (internet of things), 3D printing and artificial intelligence.
BNDES, Finep and Embrapii will be especially important at this stage.
“We are committed to supporting the strengthening of this fundamental program for accelerating the diffusion of digital technologies, which will contribute to increasing the productivity and competitiveness of the economy”, said the president of Finep, Celso Pansera.
According to him, digital transformation is essential for Brazilian industry and is one of the priority focuses of support by Finep. “By adopting advanced digitalization technologies, companies optimize their processes, reduce costs and improve the quality of their products,” he said.
Director of Productive Development, Innovation and Foreign Trade at BNDES, José Luis Gordon, highlights that participation in the new Brasil Mais Produtivo reinforces the bank’s mission to support micro, small and medium-sized companies.
“The digitalization of processes and the insertion of new advanced manufacturing technologies are essential for the recovery of productivity, also helping to promote the integration of industry with the value-added services sector,” he said. “This partnership between the various institutions, with the use of resources and instruments in a complementary manner, is fully aligned with the new industrial policy. And joining forces will allow us to expand our impact in supporting innovation and digitalization.”
For the director of Planning and Institutional Relations at Embrapii, Igor Nazareth, the greatest assets of the new Brazil More Productive are the comprehensive look at the internal needs of companies to promote productivity gains and digital transformation, and the linking of different instruments and institutions to offer complete support.
“The initial stages of the program support companies’ first steps in improving processes and digital transformation. Embrapii is entering the most advanced stages to complement what is offered by other partners. We will offer non-refundable resources and technical support from our Units to encourage the development of new digital technologies that bring productivity gains to the Brazilian industry as a whole”, highlights Nazareth.
Digital Transformation Journey
Brasil Mais Produtivo has existed since 2016. Since then, the partner institutions have acted separately on two fronts: while Sebrae provides consultancy to the Commerce and Services sector, SENAI serves the industry.
In the new configuration, the SENAI and Sebrae units will act in a coordinated manner, identifying the methodologies that best apply to the companies served, with techniques to promote lean manufacturing and energy efficiency, adoption of best productivity practices and digitalization of business management .
In the stages of supporting the digital transformation itself, the first step will be the preparation of a maturity diagnosis for the adoption of intelligent industrial technologies, followed by the elaboration of a customized project, financing solution and implementation monitoring.
The president of Sebrae, Décio Lima, highlights that, for the industry to grow again, it is essential to support micro and small companies in this sector.
“Sebrae will prepare these entrepreneurs for both the opportunities and challenges of the new industrial policy. Small businesses are a key part of Brazilian neo-industrialization. Sebrae is committed to innovation, sustainability and inclusion”.
He recalls that the program foresees several stages and that it will be up to Sebrae, together with other partners, to raise awareness among 200 thousand companies.
The gateway for all companies that intend to participate in Brasil Mais Produtivo, including those in the commerce and services sectors, which will continue to be served normally, is the ABDI website, which will direct interested parties to the program modalities and the respective pages of Sebrae and SENAI partners.
For this new phase of the program, SENAI developed a digital platform with materials, courses and productivity and digital transformation tools that will facilitate learning and continuous application by companies.
New industrial policy
The technological modernization of small and medium-sized companies is part of the New Brazilian Industrial Policy, which is under construction at the National Council for Industrial Development (CNDI) and is guided by the concept of missions.
There are six missions defined by the CNDI. Among them, the one that most aligns with the new More Productive Brazil is Mission 4, which seeks to “increase the productivity of Brazilian industry through the incorporation of digital technologies, especially those developed and produced in the country”.
Program modalities
The new Brazil More Productive will have four types of service until 2027, namely:
Productivity platform
– Up to 200 thousand micro, small and medium-sized companies will have access to courses, materials and tools on productivity and digital transformation.
Diagnosis and management improvement
– Up to 50 thousand micro and small companies will receive guidance and continuous monitoring from Local Innovation Agents and other Sebrae instruments to increase productivity, in addition to Sebrae sectoral projects that will also be offered.
Optimization of industrial processes – consultancy plus professional education
– Up to 30 thousand micro and small companies will be served by consultancy on Lean Manufacturing or Energy Efficiency and professional development from SENAI.
– Up to 3,000 medium-sized industries will be served by consultancy in Lean Manufacturing or Energy Efficiency and professional development from SENAI.
Digital Transformation
– 360 companies supported with the development of 4.0 technologies.
– 8.4 thousand MSMEs will benefit from solutions developed by companies providing 4.0 technologies, via the so-called Smart Factory, in addition to the possibility of hiring SENAI Smart Factory postgraduates at a discount.
– Up to 1,200 medium-sized companies will be provided with a complete digital transformation plan, from preparing the investment project to monitoring.
