The Court of Auditors of the State of Bahia (TCE/BA) disapproved, in an ordinary session this Tuesday (14), the rendering of accounts by the State Department of Traffic (Detran), for the 2017 financial year, due to serious irregularities highlighted in the Audit Report. In addition, the transit agency must also reimburse the State for the debt of R$4,402,849.03 and pay maximum fines of R$19,747.82 to five directors of the agency.
Among the irregularities is the finding of overpayments due to repetition of items on the cost sheet with the execution of amendments.
The debt allocations, in solidarity with the managers, were specified as follows: R$ 3,593,307.03 to Lúcio Gomes Barros Pereira (general director) and Agnaldo Fontes Dantas Neto (administrative and financial coordinator), for the recurrence of irregularities in maintenance of contract, execution and payments to the Pátios Bahia Consortium for the Provision of Services for the Organization and Conducting of Public Auctions and recurrence of payments to the Pátios Bahia Consortium for the Organization and Conducting of Public Auctions, Valuation of Vehicles and Auctioneer Functions – Auctions 2017; of R$ 630,460.00 to Eliezer Freitas de Almeida Cruz Neto and Antônio Carlos Moura Santos, both coordinators of Safety and Education for traffic and inspectors of contract 016/2016, and to Lúcio Gomes Barros Pereira, for overpayments for the repetition of items on the cost sheet with the conclusion of additives;
Other R$ 176,276.00 to Lúcio Gomes Barros Pereira, Agnaldo Fontes Dantas Neto and Osvaldo Nascimento (financial coordinator), for daily payments with strong signs of fraud; and R$ 2,806.00 to Lúcio Gomes Barros Pereira and Agnaldo Fontes Dantas Neto, for discovering processes with inconsistencies in proof of daily payments).
The maximum fines (R$ 19,747.82 each) were applied to Lúcio Gomes Barros Pereira, Eliezer Freitas de Almeida Cruz Neto, Antônio Carlos Moura Santos, Agnaldo Fontes Dantas Neto and Osvaldo Nascimento, due to the same irregularities that justified the request for disapproval and causing losses to the treasury. The counselors also approved the forwarding of a copy of the records to the State Public Ministry and the General Auditor’s Office of the State of Bahia, “so that they can adopt the relevant measures within the scope of their duties”.
Despite the determination, there are still appeals against the decisions.
