The Minister of Finance, Fernando Haddad, said this Wednesday (8/11) that, during his tenure in the ministry, he has seen agreements being broken. The holder of the economic portfolio spoke during the opening of the 3rd International Congress on Insurance Law, at the Superior Court of Justice (STJ).

He was talking about the bill that establishes the new regulatory framework for the insurance sector in the country. The project had been stalled in the Senate since 2017 and resumed progress this year.

“The worst thing that can happen is that game where after you make an agreement, the agreement is not fulfilled. I want to tell you that this has happened during my tenure at the Ministry of Finance. The person sits at my table, makes an agreement and tries to break the agreement, as if it hadn’t happened”, said Haddad, without specifying what he was referring to. {{#values}}{{/values}}

But, according to him, those who act like this “are being defeated”.

According to Haddad, this happens because the Treasury acts with “transparency”, “seriousness” and “dignity”. “We are not asking for anything that is not in the public interest and we will defend our theses in broad daylight to establish an understanding regarding what is good for Brazil. We are there defending Brazil, we are not defending anything else”, he added.

“This is an appeal that has to be made for everything in this country. Either we start defending the national interest, in a turbulent world, full of intolerance, or we will fall behind in relation to developed countries”, concluded Haddad.

Tax reform

Haddad also commented on the proposed amendment to the Constitution (PEC) for tax reform, approved on Tuesday (7/11) by the Senate’s Constitution and Justice Committee (CCJ). The matter will be voted on in the plenary between today and tomorrow. According to him, “prejudices” were overcome.

“After 40 years, we can complete a tax reform in 11 months, because there was openness, transparency, we put prejudices aside to seek an understanding around a decision that had to have already been taken, perhaps by the 1988 constituent and was not possible at that time,” he said.

And he added: “Today there is maturity and Congress has taken very important steps to also complete this important reform.”

Haddad meeting with Lira and leaders

Haddad’s speech came shortly before the minister participated in a meeting with leaders of the Chamber of Deputies, following an invitation made by the president of the House, Arthur Lira (PP-AL). He should ask deputies to support measures that aim to increase federal revenue in 2024, some of which are met with resistance in the House.

The text that regulates the private insurance market in Brazil creates rules for consumers, brokers, insurers and regulatory bodies. The rapporteur is by senator Jader Barbalho (MDB-PA).

This Wednesday, Haddad stated that the landmark could be approved in the Senate soon and pass in the Chamber by the end of this year or, at the latest, at the beginning of next.
