In addition to the request for an investigation, parliamentarians want the MP to demand that the city hall comply with legislation for emergency contracts, “as a way of stopping manufactured emergencies”. PSOL pre-candidate, Guilherme Boulos, is seen as Nunes’ main competitor in the 2024 electoral race.
The high number of hirings due to exemption from bidding under an emergency regime carried out by the City of São Paulo in 2022 is, to say the least, strange, especially given the immeasurable damage caused by the heavy rains in recent days.

The representation also asks that if the misuse of public resources is identified, Nunes should be held responsible for the damage caused to the city’s residents. The action is signed by federal deputy Luciene Cavalcante, state deputy Carlos Giannazi and councilor Celso Giannazi.
Nunes’ team states that the works are taking place “due to the worsening of risk situations” and after legal procedures. The report contacted the Public Ministry, but received no response.
TCM inspected works without bidding
From last year until now, there have been 298 emergency works — most related to streams. Audit of the Court of Auditors signed by three technicians, to which the UOL had access, points out that the city hall “acted with insufficient planning to tackle the city’s historical problems” in “around 90%” of the works analyzed.
