One of the initiatives of the Government of the Federal District (GDF) to transform public spaces, the Adote Uma Praça program exceeded, in October, the investment target foreseen for the entire 2023 financial year. To date, approximately R$ 8 have already been committed, 3 millions. The planned amount for the project was R$5 million.

Adote uma Praça is linked to the Special Projects Secretariat of the Federal District (Sepe). The initiative consists of promoting partnerships between the community and local businesspeople in the restoration and maintenance of public spaces, such as squares, sports courts, gardens and parking lots.

This less bureaucratic format enables greater popular participation in the conservation and maintenance of various public areas. “The program listens to the population, who enter into the restoration project for these public spaces, and we help with guidance on regulations and services that can be performed in these locations”, explains the Secretary of Special Projects, Jorge Azevedo.

The numbers help outline the success of the program: since its creation in 2019, the initiative has accumulated R$30 million in investments. During this period, around 400 proposals for public-private partnerships (PPPs) were received, which help to beautify the appearance of the federal capital.

“We have iconic works from the initiative here in DF. Public areas in the Southern Hospital Sector received almost R$3 million in investment in improvements, and another example is the square in front of Sesi Lab”, details Azevedo. “The administrative region with the most partnerships is Gama, where people really embraced the idea, which gives the population a great feeling of belonging for being able to adopt this public space.”

Positive feedback

One of the emblematic locations covered by Adote Uma Praça is located in Lot 720 of Section 2 of the Industry and Supply Sector (SIA). “Here was an open field used as an illegal parking lot. We contacted Sepe to find out how we could help, transforming this place into a more bucolic space”, details businessman Ari Braga, 54 years old.

Ari is the managing partner of Agroflores, the company that took on the partnership with the GDF. Today, the site, which was previously an open field, has native Cerrado vegetation, as well as extensive landscaping, with benches for the use of those who visit the region. “The feedback was super positive. Here, in the morning and at lunchtime it’s full of people”, he adds.

One of the users who benefited from the restoration of the space was Adear Sousa, 45. The seller usually frequents the square to rest, between work breaks. “It’s great for unwinding. It’s a wonderful, super pleasant place, which definitely added value. It’s a space that serves as therapy for our mind,” he says.

How to participate

Anyone interested in joining the program should contact the regional administration of the city where the space they intend to adopt is located, in order to obtain information about the documents they need to present with the application.

Information can also be requested directly from Sepe, by email at sepe.s[email protected] or through the department’s website.

After the proposal presentation stage, there is a feasibility analysis phase of the space to be adopted, respecting the guidelines established by decree nº 39,609 of 2019.

Then, once the proposal is approved, a technical cooperation agreement will be signed lasting up to 48 months, renewable depending on the availability of the adopter and the public administration.

Sepe remembers that there is no restriction on the number of locations adopted by a single person, whether natural or legal. Therefore, an adopter may be responsible for more than one public space.
