President Luiz Inácio Lula da Silva announced this Thursday (1st) actions to contain the rise of crime in the country and one of the measures directly affects Mato Grosso do Sul: the reinforcement of security in the dry border strip of almost 600 kilometers with Paraguay.

In a ceremony at Palácio do Planalto, Lula announced a series of actions against organized crime. In addition to a greater presence of the Armed Forces in the border areas of Mato Grosso do Sul, Paraná and Mato Grosso, he signed a decree guaranteeing the Law of Order in ports and airports in Rio de Janeiro and São Paulo.

When signing the decree, Lula directly announced the three states that border Paraguay and Bolivia and where a large part of the drugs and weapons that supply criminal factions enter.

In addition to the more effective presence of the Army, the actions include reinforcement of the Federal Police and PRF (Federal Highway Police) personnel. Present at the event, the Minister of Justice and Public Security Flávio Dino cited the 4th Army Brigade in Dourados and said that the work will be carried out along the lines of Operation Ágata, but more intensely, at least until May 2024.

Dino stated that in relation to borders, there is no need for a GLO (Guarantee of Law and Order) decree, as, legally, the Armed Forces already work in partnership with the Federal Police.

According to the measures announced by the Government, the Army and Air Force will immediately strengthen actions related to Brazil’s border strip with other countries, focusing on Paraná, Mato Grosso and Mato Grosso do Sul.

A monitoring committee made up of the Armed Forces and Federal Police will be set up, working under the coordination of the Ministry of Justice and Public Security and the Ministry of Defense. Justice and Defense will present a technological modernization plan for the actions of the PF, PRF, Federal Criminal Police, Army, Navy and Air Force in ports, airports and borders.

In addition to the expansion of intelligence actions and PF operations for arrests and seizures of assets belonging to gangs and militias, there will be reinforcement of personnel and equipment and extra mobilizations of federal police officers and the National Force in São Paulo, Rio de Janeiro, Mato Grosso, Mato Grosso do Sul and Paraná.

Of the 79 municipalities in Mato Grosso do Sul, 45 of them have part or all of their territory located on the border with Paraguay and Bolivia. This 150-kilometer-wide strip totals 143 thousand square kilometers, or 40% of the 357.1 thousand km² that make up the Mato Grosso do Sul territory.

Much of this line is a dry border, where the border between Brazil and Paraguay is only imaginary. This is what happens on the stretch between Bela Vista and Mundo Novo.

It is through these dirt roads in deserted places and through twin cities such as Ponta Porã-Pedro Juan Caballero, Coronel Sapucaia-Capitán Bado, Sete Quedas-Pindoty Porã and Paranhos-Ypejhú that much of the marijuana, cocaine, weapons and of the smuggling that supplies large Brazilian centers.
