ANDn its 10th edition, the 2023 Bahia Industry Legislative Agenda was launched this Thursday (5/25) in Salvador, as part of actions commemorating Industry Day and the 75th anniversary of the Federation of Industries of the State of Bahia. Bahia (Fieb). The document brings together 25 bills, which are being discussed in the Legislative Assembly of Bahia. Five propositions stand out, considered to have the greatest impact on the industry, dealing with topics such as Taxpayer Protection, Infrastructure, Investment Exemption, State Reform and Occupational Safety and Health.
The document is prepared by the Superintendence of Fieb and is the result of the monitoring that the entity carries out with the public authorities and especially the Legislative Power, as part of the actions to defend the interests of the unions associated with the Federation. The objective is to contribute to the construction of a more sustainable, competitive and socially inclusive economic environment.
The president of Fieb, Ricardo Alban, points out that Fieb’s intention, both with the edition of the Legislative Agenda and the Minimum Agenda, is to contribute with technical information to assist Parliament and the Executive in the elaboration of norms that make possible the reindustrialization of the state through sustainable growth.
“Bahia needs to be in line with the new global requirements related to technological development and environmental guidelines and, through this document, Fiebdá makes its contribution so that the actions of the public power are in line with the demands of the various actors in society , and in this case, the industry”, highlights Alban.
The document was delivered to the President of the Legislative Assembly of the State of Bahia, Adolfo Menezes, who highlighted Fieb’s contribution with the delivery of the Legislative Agenda and pointed out that the Assembly is also mobilized to accept the listed suggestions.
“Deputies are aware of the importance of industry in generating wealth and we will be united to promote understanding between the Legislative and Executive branches to make these projects viable”, he declared.

Taxpayer Defense
- Taxpayer Defense Code (PLC 127/2017): the project provides greater legal certainty to the relationship between taxpayers and the Treasury Administration, strengthening the relationship between these actors and facilitating compliance with tax obligations. This instrument will help improve the business environment and reduce judicial and administrative disputes.
- FIEB POSITION: Convergent
Infrastructure
- Extension of the AVCB Term (PL 24583/2022): the project extends the validity period of the Fire Department Inspection Report (AVCB) from 12 months to three years, reducing the bureaucracy of issuing a document that is essential for release of other licenses. The new deadline will speed up the undertakings, strengthening the competitiveness of several sectors.
- FIEB POSITION: Convergent with Reservation
Investment Exemption
- Non-incidence of ICMS on Photovoltaic Solar Energy (PL 22996/2018): the project recognizes the non-incidence of ICMS on the injection of photovoltaic energy produced by a consumer unit in the distribution network. It is an important instrument to stimulate the micro and mini generation of this energy source, in line with global efforts in the process of transition to the use of renewable energy.
- FIEB POSITION: Convergent
State Reform
- Debureaucratization of State Executive Branch bodies (PL 2261/2017): the bill does not require the presentation of documents issued by State Executive Branch bodies that are already included in the Public Administration database for the provision of services. However, the PL continues to require the presentation of a certified copy for this purpose, contrary to the advances obtained with the approval of the national law on the subject, and an amendment must be presented for its improvement.

Occupational Health and Safety
- Obligation to Hire Civil Firefighters (PL 19304/2011): the project requires the hiring of civil firefighters and defines workload, labor obligations, fire prevention and safety methods, as well as the minimum number of firefighters in places with large circulation of people . This requirement is disproportionate, especially for industries that already have a fire brigade, fully qualified to act in preventing and fighting fires, making it unnecessary to hire civil firefighters.
