The Mato Grosso/Pará border has been discussed again, in recent months, among deputies from Mato Grosso and has been gaining notoriety after the Board of Directors of the Legislative Assembly carried out a study, through the Attorney General’s Office, demonstrating the economic damage suffered by the nine municipalities that are part of the area.
The document is ready and will be presented by the Attorney General’s Office to parliamentarians in the coming weeks. The acting president, deputy Janaina Riva (MDB), signed the Assembly’s request to join as “amicus curiae” in the action that discusses the division of land between the two states.
It is worth noting that the MT/PA border was defined in 1900 – through an agreement signed between Mato Grosso, Pará and the federal government – based on works developed at the time by Marshal Cândido Rondon.
At the time, the left bank of the Araguaia River, on the extreme left of Bananal Island, and the Salto das Sete Quedas, on the Teles River, were defined as the starting point for this delimitation. Saucer.
This week, Janaina Riva (MDB) signed the request for the action that discusses the division of land between the two states, where there is a dispute for more than two million and two hundred thousand hectares of the area.
“The Assembly asks the municipalities in this dispute, which are Alta Floresta, Guarantã do Norte, Matupá, Novo Mundo, Paranaíta, Peixoto do Azevedo, Santa Cruz do Xingu, Santa Terezinha and Vila Rica, to also request qualification in the process through the chambers municipalities and through city halls, so that we can show the relevance of this land dispute for the state of Mato Grosso”, recalled Janaína.
It is good to remember that the controversy began in 1922. On that occasion, during the preparation of the 1st International Collection of Cards (Maps), a team from the Engineering Club of Rio de Janeiro changed the name Salto das Sete Quedas to Cachoeira das Sete Quedas. The mistake changed the limit point of the border by 2.4 million hectares into the territory of Mato Grosso in relation to the signed agreement.
“We have several productive lands in this region and a study carried out by the Assembly demonstrates the belonging of the citizens who live there in Mato Grosso, of wanting to belong to this state. There is a whole discussion about bovine herds, animal control, and other economies, which is why we want this area to return to Mato Grosso”, highlights the deputy.
According to the Assembly attorney, Bruno Willames Cardoso Leite, the discussion on the matter came up again three years ago, when the deputy met with the mayors of the nine municipalities involved in the area.
“The Assembly made an unprecedented study that will be presented on the 24th of this month to the governor [Mauro Mendes] showing the economic damage that has been happening in that area. What is being proposed is a request for entry “amicus curiae”, by the Assembly in rescisory action nº 2964. .
Bruno Leite also explained that “this action was proposed by the State in 2004, by the State Attorney General (PGE), wanting to discuss the limits of the states of Mato Grosso and Pará, for the area of 2.2 million hectares.
According to the prosecutor, “unfortunately there was an official Army investigation that replicated the 1929 mistake made by the Army’s own engineering corps, with a confusion in the nomenclature of two geographical accidents, with the investigation being unfavorable”, he revealed.
However, believes Bruno Leite, given the economic and geographic context of the Assembly, the Legislative Power will present an unprecedented expertise pointing out the related problems, such as sanitary control, agriculture, livestock, the anthropological question of the population that resides in that region, and failure the absence of road logistics. “The PGE filed this petition for rescission on the 10th of this month, but we filed it yesterday (16). The chances of us reversing it are minimal, but we are going to show it on the logistical side of the region with the losses that the population has been suffering in recent years”, he highlights.
One of these losses falls on cattle ranchers residing in the conflict area. As supposed inhabitants of Pará – whose region is not considered a foot-and-mouth free area – they cannot export meat to European countries.
In addition, some have property titles issued by the Land Institute of Mato Grosso (Intermat) and banks do not consider the documents for financing purposes.
Contestation
The Attorney General of Mato Grosso argues that the Salto das Sete Quedas is located on the Teles Pires River, from where a straight and imaginary line departs to the Araguaia River. On the map of the state, the disputed region comprises the route whose image mentions the head of a dog. Data from the Public Prosecutor’s Office inform that, at the time of Rondon, the level known as the jump or seven falls, in the region of the border, was used as a demarcation.
