The president Luiz Inácio Lula da Silva sent, this Monday (6), a Draft Legislative Decree (PDL) to Congress to speed up assistance actions to the Rio Grande do Sul. The decree was signed in the presence of the presidents of the Senate, Rodrigo Pacheco (PSD-MG), of the Chamber, Arthur Lira (PP-AL), the vice-president of the Federal Supreme Court (STF), Edson Fachin, in addition to the ministers of Fazenda, Fernando Haddad, from the Civil House, Rui Costa, from Planning, Simone Tebet, from Institutional Relations, Alexandre Padilha, from Management, Esther Dweck, and from the Attorney General’s Office, Jorge Messias.

According to the Minister of the Civil House, Rui Costa, it is not yet possible to estimate the total cost of rebuilding the State due to the flooded areas. The Minister of Regional Integration, Waldez Goés, estimates that the recovery of Rio Grande do Sul’s highways will cost around R$1 billion. The Minister of Planning, Simone Tebet, stated that a proposed amendment to the Constitution, as had been previously considered, will not be necessary to send the resources to the State.

According to Tebet, after the declaration of the state of calamity, the government may issue a provisional measure opening extraordinary credit for Rio Grande do Sul, or open a specific negotiation with the State of Rio Grande do Sul regarding the debt with the Union. “They are outside the limit of expenditures and fiscal targets any benefit, incentive or expenditure that we may make with the State and municipalities. We will await demands from city halls, the State government, the capital, Porto Alegre, and sectoral ministries,” he said.

Before the meeting at Palácio do Planalto, the president of the Senate, Rodrigo Pacheco, defended joint action between the Chamber and the Senate to guarantee resources for Rio Grande do Sul.
