With an investment of R$20.7 million, 10 new Basic Health Units (UBS) will be built in Tocantins. The Ministry of Health published last Wednesday (24) an ordinance allocating investments of R$ 1.1 billion for the construction of 500 UBS within the New PAC Saúde. The ministry’s estimate is that by the last week of May, all the 1,800 selected proposals are approved and qualified.
“This New PAC Health ordinance is another important moment in the resumption of family health. It represents more health centers with more Family Health teams, which is where SUS reception takes place most across the country. It also represents this large investment that is being made by the federal government to provide greater access to the population, with qualified care and structured UBS for the care of people and for the good work of health professionals”, says minister Nísia Trindade.
According to Felipe Proenço, Secretary of Primary Care, in addition to the 500 proposals whose formalizations have been completed, another 1,048 requests for the construction of UBSs have already started their processes with the responsible technical area. “Each formalization delivered by managers in our system is verified by technicians, who are working in a task force format. But our speed is linked to that of managers. The New PAC Saúde is made of partnership. The sooner the territories complete their part, the faster we will deliver ours,” he explains.

Formalization stage
States and municipalities selected to receive works or equipment from the New PAC, Health axis, are in the midst of completing a new mandatory stage: completing the formalization proposal. Additional information and complementary documents must be presented online, on the InvestSUS website, by May 10th. All those selected must participate, regardless of the modality for which they were selected, including proposals covered by parliamentary amendments.
During the registration phase, which took place between October and November 2023, federated entities were able to choose to present some documents later, as long as they signed a declaration with this commitment. In the current stage, the time has come for the presentation, for example, of photos of the land and – for some types of work – for approval by the Bipartite Intermanagers Commission (CIB) of the Unified Health System (SUS). With each formalized proposal, the technical teams check the documents, approve them and forward them for publication in the ordinance.
The department’s expectation is that the commitment of resources from the New PAC Health for all 2,125 works and 937 pieces of equipment, across all ten planned modalities, will be ready by June 30, and that the first transfers will be made in 2024.
